Gujarat best example of effective governance: US Congressional report

Washington: Identifying Gujarat as perhaps the best example of effective governance and impressive development in India, a Congressional report showered praise on the Chief Minister Narendra Modi and said that the state under him has become a key driver of national economic growth.

Gujarat, is followed by Bihar and its Chief Minister Nitish Kumar, for his governance and administrative skills, the latest report of the Congressional Research Service (CRS) on India said.

"Perhaps India's best example of effective governance and impressive development is found in Gujarat, where controversial Chief Minister Narendra Modi has streamlined economic processes, removing red tape and curtailing corruption in ways that have made the state a key driver of national economic growth," said the CRS report.

An independent and bipartisan wing of the US Congress, the CRS prepares periodic reports on issues of interest to the US
lawmakers.

The 94-page report was released by the CRS for US lawmakers on September 1, a copy of which made public by the Federation of American Scientists.

"Seeking to overcome the taint of his alleged complicity in 2002 riots, Modi has overseen heavy investment in modern roads and power infrastructure, and annual growth of more than 11 per cent in recent years," the CRS said.

Gujarat, the CRS said, has attracted major international investors such as General Motors and Mitsubishi and with only five per cent of the country's population, the state now accounts for more than one-fifth of India's exports, it said. The CRS mentions Bihar after Gujarat in good governance.

"Another positive example in 2011 has been Bihar, one of India's poorest states, where Chief Minister Nitish Kumar has won national attention through his considerable success in emphasising good governance over caste-based politics.

"He is credited with restoring law and order across much of the state, as well as overseeing infrastructure and educational improvements of direct benefit to common citizens projects," the report said.

"Kumar's Janata Dal (United) party, in alliance with the main national opposition BJP, won an overwhelming reelection majority in November 2010 state elections," the report said.

The examples set in by Chief Ministers Modi and Kumar may have inspired the popular leader of India's most populous state Uttar Pradesh.

"Chief Minister Mayawati, who is widely believed to maintain national political ambitions and was at the forefront of a nascent "Third Front" in 2009, has shifted her own focus much more toward infrastructure projects such as road-building and improving the state's poor energy grid," the report said.

The CRS also refers to the ongoing Telangana movement in Andhra Pradesh, and the new Trinamool-Congress rule in West Bengal.
As West Bengal's new Chief Minister, Mamata Banerjee is faced with repairing one of India's poorest states.

The Economist referred to Gujarat as "India's Guangdong".

Maybe we ChiComs aren't so stupid after all... if others are following our economic model?

These days Gujarat accounts for 5% of India's population but 16% of its industrial output and 22% of its exports.

Gujarat could be a vision of India's future, in which manufacturing flourishes, soaking up rural labour. Its economy is expected to grow by double digits, even as India's rate slows to 7-8% this year.

Interesting to note that the 2 states that gets a mention here are ruled by BJP.

If we try to assess the development of Indian states... We will find that NDA ruled states are more progressive than the others... It was NDA who accelarated the economic growth which was lurking after the start given by Rajiv Gandhi in 1991... they kept the engine running even after sanctions were imposed on India... they kept check on inflation... curruption was there but not as massive as in UPA...

It was Mamta Benerji who compromised on the development of WB to get political milage from Singur fiasco... They threw TATAs out of WB along with a message to all the potential investors to think 1000 times before investing in WB... Even after the masive win of TMC in WB investors are not looking at WB as a potential place to setup their business...

Gujrat, Uttarakhand, Punjab, Haryana, Maharashtra are preferred designation... even Bihar is attracting more investors...

8 years of congress rule; India's lost years. Just Imagine the growth India would have achieved in these 8 years if Modi was the PM. We would certainly hit 2 digit growth rates.

Even though I am a BJP supporter and have been voting for them since i was 13 years old, this is just impossible...
BJP's internal politics is just too dirty right now and a major cleanup is required...

Yup I agree....I like Modi and Kumar but the rest of the party is so freaking corrupt....just as bad if not worse than COngress....

Growth rate of Gujrat is 11.01%...thtz awesome...

I agree that Modi is controversial face, But he has done something, Do you want to know how he did it????

Maharastra(Mumbai) had a 50 yr headstart..so yes it will take time
true..maharashtra government did great job in the beginning by setting up MIDCs all across Maharashtra...it will take time for gujrat to overtake maharashtra but its gonna happen for sure.

Yesterday, the Apex Court of the country delivered an important judgment regarding the 2002 communal riots in Gujarat.

Everyone is interpreting this judgment in his own way. For political analysts it has one meaning and for legal experts it has another meaning. Someone is interpreting it as victory someone else as defeat. Everyone has his own point of view.

One thing is apparent from the Supreme Court’s judgment. The unhealthy environment created by the unfounded and false allegations made against me and Government of Gujarat, after 2002 riots, has come to an end. For the past ten years, it has become fashionable to defame me and the State of Gujarat. These elements who could not tolerate any positive development of Gujarat have not left any stone unturned to defame Gujarat. It is difficult to say whether this campaign of defamation will stop even after the judgment of the Supreme Court. But one thing is certain that the credibility of those who have been spreading lies and defaming Gujarat has come to its lowest ebb. The people of this country will not trust such elements anymore.

After 2002, Gujarat has not spared any effort to march towards peace, harmony and progress even amidst false propaganda, lies, conspiracies and allegations.

There is a famous saying, “Hate is never conquered by hate.” The real strength of our country is its unity and harmony. Unity in diversity is the defining feature of India. It is our responsibility to strengthen unity in our social life. We have got an excellent opportunity to proceed with a positive attitude. Hence, let us come together and contribute in enhancing the dignity of Gujarat. I humbly submit before you that, as part of this responsibility to strengthen social harmony and brotherhood, I am thinking of starting a movement of Sadbhavana Mission.

As part of this Sadbhavana Mission, I have resolved to fast for three days from, Saturday, 17 September 2011. My fast will conclude on 19 September. I deeply believe that this fast will further strengthen Gujarat’s environment of peace, unity and harmony.

Sadbhavana Mission is completely dedicated to the society and the nation. I hope that, our effort to take Gujarat to new heights of development through peace, unity and harmony will contribute immensely in the progress and development of the nation as well.
