Bluch on both side of the border think this way since pre revolution. Due to their position in the border they received little to no care from central government for years. Some of the separatist movement was due to the drug lords whom would benefit the chaos. Iran once sent General Esmaily (A Sunni by the way) form IRGC there and he managed to bring Sunni tribes together and form alliance and secure the border and silence the separatists but Jond ullah killed him. he was a good guy a sincere one who wanted to serve. Unless they take care of people there the drug lords and the separatists will always ravage Baluchestan on both sides. Sometimes war and separatist movements are like a business. One needs to cut the profit and it will dissolve. Tribes dominate that area and they should be given attention and a glimpse of possible good future to cooperate. That is what General Esmaily gave them and he succeeded till martyrdom. A lot of tribal leaders also died in that attack.
