Govt to recover all circular debts through consumer tariff

. . .
Instead of increasing tarrifs, only pay electricity to those grids who clock higher than 70%, rest of the choor feeders need to be shut down.

Choori kundon se hoti hay smart meters wahan jhak marain gay? If someone puts a direct connection from the wire, how can a smart meter address that?
just go and read about smart meters please....

PS.
smart meters consists a mix of both grid and house meters that monitor out put in real time each second, if there is any discrepancy power can be shut down immediately and the area concerned can be identified. you cannot lay down a km long kunda to steal power from somewhere else

one of the major cause for stealing power is over billing innocent consumers by covering up people who pay meter readers for their power stealing..the main culpurts here are the meter readers actually

this happened to me several times and nearly to every body in our area..

we not facing any load shedding now apart from few hours due to new policy of supplying power to honest consumer grids

I don't get one thing, kundas are in open. Its not that hard to see who is stealing it. Investing billions of $ on smart meters is not what Pakistan need right now. Police just need to do better job.

what do you think ishaq dar is doing for two years..did it work?

there is something we scientist call "evidence base panning"..EBP shows the only solution is smart meters and that it will cover up costs in less than 6 months. infact more money will be siphoned from the customers on line loss than had smart meters been installed..

one of the reason is resistance from bureaucrats of power companies..it will not be good political move to upset so many people

one other untested way can be if we hold religious seminars and teach our meter readers and public about halal and haram, because no way we are going to install smart meters , its a taboo :D

We tried such tactics ages ago. Remember the "rizq-e-halal ein ibadat hey" ehortation on currency notes to discourage bribes? How well did that work out? The slogan was removed by popular demand. :D

Smart meters will help but it will again depend on police who is himself involved in electricity theft through kundas.

I am afraid smart meters are not the solution. For which areas did WB approve $1b for?

i know, i know, the people in AB are idiots who are advocating that smart meters will work and all ready to give 1 billion loan for it

So if and when it doesn't work, who is responsible for the loan?

So if and when it doesn't work, who is responsible for the loan?
and if it works who is responsible for 300 billion rupees saving per annum..

by refusing we have already wasted 600 billion rupees in last 2 years and counting...

its like someone refusing to take a proven therapy citing its cost, when he knows if he does nothing it will cost him several times more

That estimate of PKR 300 billion savings may be overblown just to make the case for a loan. But, it is worth a shot, I suppose, for lack of anything better.

official estimates by AB, you may find link if you Google it.
last i heard AB and WB are scaling down there investment due to lack of reforms in power /taxation
its overblown in sense that losses were recorded at 180 billion per annum but they may be factoring interest on loans and other indirect effects

remember these loans are concessional loans , far better than expensive bonds govt use to shore up it reserves!
if you factor that in the saving is even more

the only reason why govt didnt go for it was very severe reaction from the bureaucrats of power sector

though the offical response was "we are privatizing all companies very soon"

The problem is not recovering the circular debt. The problem is eliminating the conditions that create it in the first place.
They gave a raise to every government employee, without looking at performance. Wonder how it would work out if these salaried folk were paid according to bill collection in their area, any complaints not followed up by police would mean decrease in police salaries. The system would fix itself very quickly

The bureaucracy will do everything to keep its corruption going. This is just another example of it.

People who make up the system benefit greatly from it, at the expense of the nation. Why would they take any effective steps?
