You should also be allergic to UN for creating SDG goal for 2030 which was formulated 20 years ago from it's future milestone. Govt. 's move is apparently in line with SDG goal.

Actually nowadays external funding depend on whether govt projects align with 30 SDG goals or not.
Also there is a guideline. So govt is bound to follow. Nothing creative.
Better to think also about the short term plan. Govt. did almost nothing so far. So, you may believe in its long term planning, I will not buy it. The newspaper is full of all these odd impractical news delivered by the govt to keep the population hoodwinked all the years to come, from 2018 to 2030 to 2041------. The country is not going forward, but the Awami cronies are reversing the process by circulating all these futuristic sweet news.

Who told you that they do not have any short term plan? Long term plan is the sum of short term plans.Any clear cut long term plan strictly follow schedule year by year basis.Do they have to share their every hook and screw with you to believe that there are some substance with these goal? Then you should return to Bangladesh and join the ministry of planning.
So, where is the short term plan and how the govt is doing it? What amount is the finance and its source? How many teachers will be or have been recruited/hired. Are the venues already built or what? All these things must be clearly written on the govt white paper. I do not think, any of these information is available from the govt. No one really acts as a spokesman for the govt. in BD. Every one speaks his own imagination, and the ministers and govt. people love to lie all the time. It is a non-systematic horrendous country.
Thanks for a timely input. There are hundreds of similar cases whereby the govt. guys from top to bottom create hundreds of looting schemes to finance their own pockets. The present skilled workers' training program must be another long and large scheme. There is nothing substantive has been done anytime in BD. But, suddenly a printed news of training 1.28 crore people.
By this scheme the govt. ministers and bureaucrats will be milking the money the country will receive from the donors through 2030. There have been demands to train those who go to foreign countries to work. They only do the most simple jobs because they are not trained otherwise. Instead of training these would-be migrants, govt. is talking vague things. I ask the proponents of this false training, what are the objects, other than money laundering, when there are no job vacancies in BD proper?
