^^^ Why the duplication? funds being released for the same thing, under different heads?

Motorway projects are divided in small section of 50km or less. Its likely about that.

This is important motorway, Pakistan need to show support to AJK people by building this mega project of $2 billion.
however, fudning should be mixed (BOOT)
with govt buying the land and using it as 25% equity while the rest is invested by investor who gets his money back via toll collection

Agreed, it will get enough traffic to justify BOT investment. AJK motorway will be connected with upcoming Lahore-Sialkot-Pindi motorway through Dina/Jhelum. People from Karachi to Lahore will use this motorway to reach northen areas tourist spots, bypassing Islamabad. It will also be shorter route for people living in northen areas to reach Lahore and Karachi.

Nothing for Rawalpindi/Islamabad traffic hell.

There are few projects like Pindi and Islamabad ring road but they are not part of CPEC.
