Govt plans mock cyber attacks to shield against hackers

NEW DELHI: The government is planning to conduct mock cyber war games every year, unleashing malicious mock attacks on computers of critical establishments like defence, telecom companies, airlines, banks and railways to prepare the nation against a cyber war. The move to have mock cyber wars comes in the wake of increased attacks by Chinese hackers on computers of major defence establishments in India, last year.

In its first mock cyber war conducted on March 18, this year, government-owned telecom firm MTNL topped the list followed by Indian Railways and Defence in terms of resilience to attacks. Another mock cyber war is expected within the next six months, as the ministry of home affairs feels that a cyber attack on the media centre of Commonwealth Games or electronic timing systems could have ‘serious consequences’ .

ET had written about concerns of a cyber attack on Commonwealth Games, last year. Cabinet Secretary KM Chandrasekhar, who heads the National Crisis Managment Group (NCMP) on Cyber Security has advised department of IT and Ministry of Home Affairs to coordinate with each other in protecting the electronic systems and networks during the Games.

”Cyber attacks are akin to physical attacks. Defence against both should have equal preparedness ,” a top government official and member of NCMP said.

The NCMP has also advised each government department and major utility company (like power, gas) in the country to have a crisis managment and business continuity plan, in the wake of a cyber war on the nation. In a recent meeting to have a crisis management plan, for each department, a meeting was held last month.

About 37 central government departments and 21 state governments which participated in the meeting, have to submit a emergency plan this year, in the wake of a cyber attack on them. About 10 central departments were absent from the meeting, which got a reprimand from the government.

“Only nine departments have drafted a crises management plan, in the wake of a cyber attack on the nation,” a senior government official said. The task force constituted in February, this year, post attack on Ministry of Foreign Affairs and Defence establishments , has Secretary of Department of Telecom PJ Thomas, and Home Secretary GK Pillai as members.

In the wake of an attack, the plan will help a department or a utility company to detect, mitigate and repair a system, to ensure uninterrupted services to citizens. Countries like US and China already conduct mock cyber wars. Organised by the US Department of Homeland Security, Cyber Storm games also rope in governments like Australia, Canada, New Zealand, and the United Kingdom to have a mock cyber war.

Mock attacks are perpetrated on critical infrastructures to meet a political and economic agenda. The US Cyber Storm III is likely to be held in September 2010, this year will also test IT infrastructure of major US establishments.

Not sure why penetration testing is not carried out on our physical security too.

Now thats something!! GoI is late as always but they have started at least. I think the govt should have dedicated cyber attack and defence labs in various locations.
