Taxing chanda is good how?

Yes more than taxing its audit of their money, how and where money is being spent but they cannot call it an audit.

If the issue is regulation of charities then that is down to laws that oversee how companies are audited and LEA's to make sure the charity is functioning according to its charter and not involved in illegal activities. Any 'tax' from 'profit' is reclaimable or completely exempt depending on the country but essentially charities dont get taxed.

So regulation of charities can only be carried out by imposing taxes? And only charities should be regulated, not the agricultural and other sectors that are exempted from getting taxed?

Why not just lift the British model? It's well established and works very well.

A charity registers with the Charities Commission which overseas their conduct and deal with any complaints. The Charity files its revenues and expenditures with both an auditing firm and with the Charities Commission. The auditing firm provides an annual report to the Charities Commission and Inland Revenue and that is how the financial and operational side works. All the taxes are then exempted or rebated via the Inland Revenue. To prevent any illegal activity it depends on whether it is fiscal or criminal in other ways. In the first case it is the Regulators that initially look at the issue along with the auditors ie deal with fiscal issues but with other criminal issues it would be the Police and SFO (Serious Fraud Office) that deal with it. I'm not sure what suggestions this guy wants. There are plenty of models out there that work and can be more or less lifted and implemented. It is not the job of the FBR (IR , in UK) to investigate criminal activity related to extremism. That is for the LEA's.

Amazing proposal. Some numskull has decided to attack the symptom, not the disease. There needs to be oversight and professional supervision of charitable ventures and institutions, that's all. It is the misuse of the charity that is a legitimate public policy objective, not the earnings or expenditure of the charity.

I dont think they will tax charities, but bring laws that will make misuse of charities as tax avoidance scheme. I met a couple(nepali guy, european wife) who used the charity money for vacation and travel to home. Its their livelihood, which they earn by sending emails to europeans(usually old women) and getting money out of them. This sector needs regulation, like corporate entities(if they accept public donation).

The privelege class in Pakistan does'nt pay the taxes as middle class and the city dwellers with indirect taxes. The middle class is being crushed by FBR by introduction of different taxes.

FBR can and should tax foreign funding coming into NGOs in Pakistan, and if cannot at least maintain bookkeeping who is investing what from a Seattle, USA and why is he sending it. All these Jibran Nasir like frankensteins are being maintained thru such funding.
