The skill development ministry, led by Rajiv Pratap Rudy, has refused to spell out a new number that the government and its ministries will chase.

The government has abandoned its goal of training 500 million people in new skills by 2022, in a clear shift in strategy.

Skill development ministry officials, at a press conference in New Delhi on Tuesday, also refused to spell out a new number that the Union government and its 22 departments and ministries will chase.

“We don’t want to chase any number. Whether it is 150 million by the National Skill Development Corporation (NSDC) and 350 million by ministries — we are delinking it, not attaching any number,” said Rajesh Aggarwal, director-general of training and a joint secretary in the skills ministry.

Skill development minister Rajiv Pratap Rudy agreed. “It will be demand driven than supply driven,” he said.

Though the ministry did not give a reason for shifting focus and de-linking numbers from the skills mission, over the years, skill training targets have been missed.

Between 2011 and 2015, the Union government missed the skill training target in three out of four years, barring 2013-14.

In 2014-15, the first year of the National Democratic Alliance government, all the departments, including NSDC, trained around 7.5 million people against a target of 10.5 million, as per official data.

In the next two years — 2015-16 and 2016-17 — they trained 11.7 million people.

The 500 million number formed the premise on which the Union government set up different bodies such as NSDC, National Skill Development Agency, Skill Development Fund, and made a concerted move to make the skill development sector for-profit in India as against the not-for profit nature of the education sector.

Besides, NSDC was given a corpus to hand out soft loans to training providers to achieve certain training targets.

Some of NSDC’s initial loans have turned non-performing assets, Mint reported on May 26.

On Tuesday, Rudy said the government is focusing on “improving the quality” of skill training in India.

“It is a path that needs to be tread carefully as it involves the future of our youth,” he said.

He said the ministry is now keeping a close eye on private skill training providers working on a franchise model and strengthening the Industrial Training Institutes (ITIs) to supply efficient workers to industries.

Mayank Kumar, managing director of UpGrad, an online venture focusing on reskilling of professionals, said the numbers should not be delinked from the target as it may lead to the overall mission lacking a structural approach.

“The government can answer better but it may be because they want to decouple skill training from jobs,” Kumar added.

Rudy categorically said his ministry is not focusing on giving jobs but imparting training to make people employable. But he would not give numbers on how many of the 11.7 million trained in the past two years are really in jobs.

Skills secretary KP Krishnan said vocational education is “part of the concurrent list of the Constitution... which means the states have to primarily drive this mandate, along with centre’s support”.

He said an amendment to the Apprentice Act has widened the scope of people who can get trained on the shop floor, which he added would be the best form of training for lifelong employability.

Fully agree. But its not only modis problem.
Every government is fond of fancy sounding schemes.
Everything is made complicated in india.
In 1960s we built a nice planned city chandigarh which is giving its inhabitants a high standard of living.
Why this cannot be replicated on a massive scale after 50 years is beyond me ?
Build cities . We have a huge population.
Cities require steel , cement , roads, etc.
Local industries automatically get a boost.
We are still too dependent on vision and initiative of individuals , like sreedharn our metro man. He proved a concept and now its being replicated everywhere.
Or the initiatives in delhi and mumbai when scores of flyovers were built in a couple of years for asian games and a minister with a mission.
China has a good planning and implementation system as their government employees are answerable.
Here you cant fire a government employee because of unions.

World Bank clears $250 million loan for Skill India mission

NEW DELHI: The World Bank has cleared a $250 million loan for making Indian youth more employable through reskilling, in a move that is seen to aid the Skill India mission.
The multi-lateral lender is keen to support the Indian government in its efforts to better equip the young workforce with employable skills. It said the support will help the youth contribute to India's economic growth and prosperity.
"The $250 million Skill India Mission Operation (SIMO), approved by the World Bank board of executive directors, will increase the market relevance of short-term skill development programmes (3-12 months or up to 600 hours) at the national and state level," the Bank said in a release.
Under the programme, adults in 15-59 years of age, underemployed or unemployed, will get the skill training.
It will also include the 1.2 crore youngsters in the age group of 15-29 years who are entering the labour market every year.
The programme has a mandate to provide placement and entrepreneurship opportunities to women and increase their exposure to skill training.
The Washington-headquartered World Bank's SIMO is a six- year programme in support of the Indian government's National Policy for Skill Development and Entrepreneurship (2017-23).
SIMO will be implemented through the National Skill Development Mission and will specifically target labour market entrants.
According to an official skill gap analysis, India will require an additional 109 million skilled workers in 24 key sectors by 2022.
"This programme will support the government's vision of investing in the human capital of India's youth, enable greater off-farm employment and increase women's participation in the labour market," World Bank Country Director to India Junaid Ahmad said.
India continues to be on its path of structural reforms and a higher-skilled labour force can potentially serve as a catalyst in transforming it into a competitive middle income country, Ahmad said.
As per the Bank's estimate, skill development capacity of the system would increase by the end of the programme so that at least 8.8 million youth with relevant training have an improved employment opportunity to raise their earnings.
The programme will benefit approximately 15,000 trainers and 3,000 assessors, it added.

It sounds like corrupt babus are swindling the World Bank. Instead of informing the World Bank that 'Skill India' had been abandoned, the babus are accepting the money to put in their own pockets.

Where is it written that skill India has been abandoned. They just delinked it against any specific no.
