The deal to supply warship grade steel was stuck with Russia,who couldn't deliver it on time-Hence the delay.So the steel of required specifications had to developed & manufactured here.

Initially Russia get contract to supply steel & other equipment but due to their long delay we are force to develop ourself.

For Gearbox part , Auditor General is not blaming Russia.
During transportation of Gearbox from factory to shipyard, truck met accident which also cause long delay & cost overrun.
