Of course if you want good police you need to pay them properly, and that money needs to come out of taxes that Pakistani people need to start paying

I agree and disagree. I agree that additional tax should be collected to bring reforms and increase Compensation. I don’t agree with current police provincial structure.
Police should be restructured and should be based on Divisions. For example, Karachi Division has it’s own police.

yeah, local control is key.
In Canada cites get to set up their own police with their own budgets/Uniforms/etc etc.
That way the police serve the people, not the powerful.

ISLAMABAD: The federal government on Thursday , On a proposal sent by the Ministry of Interior, the ECC approved allocation of Rs300 million through the technical supplementary grant for raising a special wing of the Pakistan Rangers for the (protection of) Kartarpur Corridor on the recommendation of General Headquarters.

The ECC directed that a three-member committee, consisting of Adviser to Prime Minister on Institutional Reforms and Austerity Ishrat Husain, finance secretary and a representative of the Ministry of Interior, would look into details of the Kartarpur special force proposal and further rationalise the cost.

And also Police chief is a elected member.

America elects them and it could be a viable option, but then the problem becomes that the police chief becomes political and he will want to do tamasha to show "how hard I am working" to get re-elected.
I think each police cheif should be set on a city level, and the elected city government gets to choose those position.
