Godavari, Krishna rivers in Andhra Pradesh to be linked next week
HYDERABAD: In a good news to farmers of the region, Godavari and Krishna rivers would be formally linked next week in Andhra Pradesh as per the government's ambitious plan for their inter-linkage and towards making the state "drought-proof".
Chief Minister N Chandrababu Naidu would attend an event on September 15 when the Godavari water from West Godavari district would flow into the Krishna basin in neighbouring in Krishna district.
"The inter-linking of rivers has been on the cards and on the drawing board for a long time, from the days when (eminent engineer) K L Rao was Irrigation minister in the Union Cabinet (in 1950s). The plan was revived during Atal Bihari Vajpayee's NDA government. But, this is the first-ever time, it has been implemented," Parakala Prabhakar, Advisor (Communications) to Andhra Pradesh government, told PTI today.
The linkage of Godavari water with Krishna basin is being made possible by the 'Pattiseema' lift irrigation scheme on Godavari river at Pattisam village in West Godavari district, he said.
"As a part of 'Pattisam' Lift Scheme, it is proposed to lift water from Akhanda Godavari Right Bank, on downstream side of Polavaram dam site, near Pattisam village and to drop in to Polavaram Right Main canal (at KM 1.50)," state Water Resources Minister D Umamaheswara Rao said in a statement during the recent monsoon session of Legislative Assembly.
'Pattiseema' is the hallmark of inter-linking of rivers, Prabhakar said.
The Godavari water, lifted at Thadipudi project in West Godavari, gushed into Krishna district today.
The Krishna basin river water saved by way of transferring Godavari water, to the extent of about 80 TMC water, would be diverted to the parched Rayalaseema region, he added.
The lifts being erected for the 'Pattiseema' scheme can be transferred elsewhere in the state upon completion of the Polavaram multi-purpose irrigation project (a national project), Prabhakar said.
Noting that the 'Pattiseema' scheme would be helpful in storing about 300 TMC of water in various tanks and reservoirs, he said the stored water would be useful in the event of a monsoon failure.
The endeavour is to drought-proof the state, Prabhakar added.

Taking the first step to interlink the mighty Godavari and Krishna rivers, water from the Godavari was released into a newly built canal, and will eventually meet the river Krishna at Prakasam Barrage at Vijayawada on September 15 after flowing for 174 kms. After flowing for 124 kms, the Godavari water today reached the Krishna delta region where it was welcomed by thousands of farmers and villagers who offered flowers and prayers. “It is a historic moment. Godavari and Krishna rivers are interlinked now,’’ AP Irrigation Minister Devineni Umamaheshwara Rao said.
Since September 1, the AP Government started releasing 450 to 500 cusecs of Godavari water from Tatipudi Lift Irrigation Project in West Godavari district into the Polavaram Project’s Right Main Canal. The Polavaram canal was linked to the Tatipudi Project’s main irrigation canal through which the water was released. On September 15, the Godavari water, after flowing for 174 kms will reach Prakasam Barrage, the dam on river Krishna at Vijayawada.
“We started releasing the water on September 1. About 450 to 500 cusecs was released intermittently as and when surplus water was available after meeting the requirements of the Tatipudi’s ayacut. This water has today reached 124 kms in the Polavaram Canal and has crossed into Krishna delta in Nuzvid of Krishna district. By September 14 or 15, about 26,000 cusecs will flow into the Prakasam Barrage. This was a trial run to see how the newly built Polavaram canal works, speed of water flow etc,’’ Indira Sagar Polavaram Project Right Main Canal (ISRMC) Superintending Engineer Srinivas Yadav said Wednesday.
It is sort of a trial run also for the upcoming Pattiseema Lift Irriation Project which envisages linking Godavari with Krishna basin and using Godavari water in Krisha delta and divert Krishna basin water to drought-prone Rayalaseema region through a maze of pipelines and canals.
The project is also expected to ease the pressure on Srisailam Dam to cater to Krishna delta region as Godavari water will be supplied while water from Srisailam Dam can be diverted to Rayalaseema.
“Polavaram Dam, from where water can be supplied to Krishna Basin, will take another 4-5 years to be ready. What we have done in the meanwhile is using Polavaram project’s canal we have diverted Godavari water from an existing dam into the Krishna basin. Every year about 3000 TMC of Godavari water flows away into the Bay of Bengal while there is hardly enough water in the Krishna. If we can harness even 200 to 300 TMC and divert it to Krishna basin then it can be pumped to Rayalaseema where all the reservoirs, tanks and lakes can be filled up. This interlinking through Pattiseema Project will help drought-proof the state and we won’t face water shortage even if rains are not good in a particular year,’’ Parkala Prabhakar, Advisor to AP CM, says.

Setting a record as a tech-savvy Chief Minister, Sri N. Chandrababu Naidu today held a tele-conference with 14,000 officials, explaining extensively on the linking Godavari River with Krishna Delta.
This river linkage, he said, would be beneficial for drought-proofing Rayalaseema which is a parched zone in the state.
Elaborating on the importance of river-linking, the Chief Minister said that the process of river-linking will help in solving water woes in the state. In this direction, he instructed officials to ensure that every drop of rain water is saved and used productively. “Divert rain water to borewells that have dried up over the years and recharge groundwater levels,” he said.
The Chief Minister directed the officials to expedite the process of repairing isolated and damaged structures/tanks on war-footing basis. On the other hand, the Chief Minister appreciated officials who swung into action soon after the breach of Adavi Palle.
The government aims to keep the groundwater levels in the state between 3 metres to 8 meters, he added. He directed the officials to make people partners in making the government’s flagship Neeru-Chettu programme successful.
In this direction, the Chief Minister suggested the Water Resources Department to analyse water levels across all the reservoirs, tanks, canals/water bodies in the state and update the data online. “Fix sensors at all water bodies so that we obtain real-time information on the water available village-wise, mandal-wise and district-wise in the state. This way, we can calculate our usage and manage water effectively,” he added.
The Chief Minister added that the department could also monitor rainfall in each zone and compare the data with the predicted rainfall in that zone. “This will give us a picture about the rainfall assessment across different zones in the state,” he said, adding that it will also help in flood management.
To improve ground water table, the Chief Minister directed the department to install automatic Piezometres and update the levels online. He also asked them to geo-tag borewells, tanks, canals and all water bodies in order to study the availability of surface and groundwater. “Water-mapping and water auditing has to take place regularly,” he added.
On a priority basis, focus on recharging tanks, borewells in mandals that are categorized under a) over-exploited, b) Critical and c) semi-critical and bring them on par with water-sufficient mandals, the Chief Minister said
