Global banks stop trade credit for oil imports by Pakistani firms

Foreign banks have stopped offering trade credit for oil imports to Pakistani refineries, and some suppliers are seeking payment upfront to avoid potential problems resulting from political standoff in the country, industry sources said on Wednesday.

They said politically-tense Pakistan is likely to face fuel shortages in days to come as international banks have refused to confirm letter of credits (LCs) for oil import orders citing “high country risk” alert.

For the import of crude oil from the global market, LCs are opened by the local banks. However international banks confirm the LCs of local paretners to provide guarantee to the exporter. Under the guarantee if a Pakistani bank defaults on a payment to an exporter, its international counterpart pays the amount.

“The political unrest has increased the country’s risk in the eyes of international banks and they are reluctant to confirm LCs,” a source in the oil sector told The News.

The source said a quasi-stalemate in Pakistan’s talks with the International Monetary Fund (IMF) had also complicated the situation.

“The deadlock has created a serious credibility crisis for the country in the global market.”

Sources pointed out that following the Sri Lanka default, an overall negative environment emerged in Pakistan, being perceived as the next country heading towards a default after a serious balance of payment crisis and a huge erosion of foreign exchange reserves.

“This situation has not only severely dented Pakistan’s credit rating, but it also has added to the country’s risk especially for confirming the LCs.”

Sources said that refineries and oil marketing companies (OMCs) are in serious trouble.

“Refineries are in direr straits as their cargoes are larger than OMCs.”

Sources said three refineries in particular were in deeper trouble as due to non-confirmation of their LCs, their planned crude oil cargoes would not arrive in Pakistan, resulting in reduced refining operations.

They said Pakistan was already struggling hard to ensure a smooth supply of petroleum products in view of their rising global prices and government’s policy to keep the prices low through subsidies on petrol and diesel.

Oil sector has taken up the issue with the government and Secretary Petroleum held a meeting with the oil sector people to resolve this issue,” source disclosed.

The Secretary Petroleum has assured the appropriate action is being taken to resolve the issue, they added.

“The State Bank of Pakistan is expected to step in and come up with some viable and speedy solution to the problem,” the source said.

Pak have excellent relations with the Saudis. The good general even paid a visit to them very recently. Couldn't they help bail out Pak for now till things settle down ? Crises don't last forever.

Easy for you to say sitting all comfortable in Canuckistan, it'll be a real SHTF situation if there's a serious oil shortage as the entire already somewhat struggling economy will come to a grinding halt.

Yes, no one cares about Sri Lanka. But Pakistan is too big to fail, especially for the gulf who are under Pakistan's nuclear umbrella. If push comes to shove, Pakistan will be offered fuel but also be expected to take Saudi security interests more seriously!

Lately, I have seen a lot of Pakistani members wishing for revolution. Ironically most of them don't even live in Pakistan.
Political revolutions even when lead by an honest ideologue can go haywire.

Political crisis is one thing, agitation politics,dialogue, elections tend to sort out some kind of solution or atleast a stable compromise. but an economic crisis can push entire country towards anarchy,adding that to an ongoing political crisis has all the ingredients of a very dangerous situation.
Veiled under the garb of revolution all the criminals, apparently oppressed, marginalised, deprived sections of society can wreck havoc, leading to an unprecedented lawless situation.
Your near and dear ones don't deserve that.
So be careful what you wish for.

From my understanding of Pak politics, the military has always been the real seat of power who mostly operate from behind the veil but occasionally topple leaders and take over. Just a few transfers/sackings or whatever was reason enough for the beast to get rid of Khan this time around ?

From the outside, spl here in India, he came across as a regulation (if very popular) PM, he made all the right anti India noise about Kashmir, in fora across the world, including at the UN and in meetings with the US, also further strengthened cooperation with the Chinese, said all the right political things such as helping the poor, original Islamic just way of governing (riyasat-e-madina) and so on..

I hope he is still afforded the same level of security or least deserving enough to befit a former head of state, because sadly, there have been targeted take downs of politicians in the past there.

Anyway, badi badi protests ka zamana hai.. from BLM in the US to the farmers thing in India, to anti Macron leftist protests in France, climate rallies all over the west and many others.. people are losing theit zhit everywhere it seems.

I have lately noticed a lot of Indian members quite satisfied with PDM leading Pakistan... Ironically Indians don't have any relation nor any stake in Pakistan. On the contrary, many Indians seek enmity with Pakistan due to obvious reasons.

Indians are naturally happy with a dysfunctional and corrupt hotpotch of political parties leading Pakistan into oblivion. Ordinary Pakistanis who are patriotic don't approve of an imported government.

Don't hand out warnings and lectures about fatal outcomes. Revolution and change is always combined with hardship and tears. Those that participated during the rally weren't overseas Pakistanis, but residents of Pakistan. They aren't criminals like your PDM brothers and sisters imported into power.
