If you read the story you would see that both the girls go to two different schools. The fight was in a city park that they agreed to meet in and fight it out over the boy.

Or that the girls or their parents have a history of extremist views, racism, xenophobia or violent crime. School system can be sued for not interfering and guiding the girls toward counseling/treatment.
