110 million euros is nothing for KSA. KSA is only interested in the Leopard 2 tank.
If the deal with Krauss-Maffei is not going to go through ultimately then they or the German state will have to pay for the costs to KSA as a Leopard 2 production facility is ready to operate in Al-Kharj and Krauss-Maffei even took part in the inauguration ceremony last year.
I don't care whether this deal is going to get through or not though.
Evertyhing is ready for an indigenous military sector to kickstart outside of experts who could be bought by money like any other country did at one point in their history. Those experts together with educated locals could do the work on the long run and then pass that knowledge on to the future local successors.
UAE is showing the way with much more limited resources than KSA. With the money that KSA has it should have been done ages ago.
