They tried hard to install plant for trucks in Pak since 2008 but fail it as in Punjan Shabaz SHarif and NAwaz SHarif want there commission for German manufacturing. Same is in Sindh.

A Germany-based renewable energy company plans to invest more than 100 million euros and set up the first solar panel manufacturing facility in Pakistan. The CAE company plans to start manufacturing solar panels by end of the year.
According to Shahzada Khurram, the only Pakistani director of the company, the country is going through “one of the worst energy crises, and it is time to think about renewable energy as a way to make good money in the sector.”

Regardless whether the news is true or not...CPEC is a framework not only just infrastructure.
With improving security, more and more manufacturing will turn up in PK.
Not just the Chinese companies but from Europe, JP and SK as well.
These companies can enjoy the local PK market plus export to ME and africa.
The culture of corruption might be holding your good country back but the potential for economic growth and ROI for investors is bigger.
Improved security for CPEC will be beneficial on so many fronts.
With improved and stable economy you can spend on education and health in a much bigger way.
