No such rule but you usually have an idea how hot the sector is and if and when there is a likelihood of firing. But even if the sector is active with firing and there is a threat, it then becomes a personal call of the senior commander to go to the forward locations. I don't think such threats hold anyone back. not just at the border on the front lines but even inside the cities
consider attacks on generals in GHQ, int eh mosques (in Pindi) and on the roads.
that said. when the senior officers visit their men they do follow the SOPs, they don't willingly present themselves to the enemy to take a shot at them. there might be a wall in the front or they are way back beyond the sniper fire and there might be own posts much further in front of this picture so they will be covering for such attack to minimize such risk
