That's a prediction for the ongoing fiscal year by ADB, which will be proven wrong at the end of this fiscal year in June 2019.

I agree with that part, that this prediction might prove wrong, for last one decade Pakistan economy has consistently missed its predicted growth rates. You can check this fact.

Based on past trends and current economic condition, there is a good chance that even 4.8% might be missed.
