Their batteries aren't in range of south Negev. The southern-most AD battery is between Ofakim and Beersheba, ~250km north of Eilat, with a max detection range of 70km. So, they are short by 180km.

But that's not all.

Beersheba and Ofakim are on a plateau while Eilat is in a valley below with an even higher elevation in between at Mitzpe Ramon. The entire Red Sea and Gulf of Aqaba are also in a valley between two plateau. This a physical obstacle in the way of long range radar detection. Low flying aircraft, even at 1000m are off the radar.
