This is entirely possible, but the problem is GCC Arab nations that are rather more interested in normalising relations with Israel and the West. I think that Pakistan would welcome the idea of having an Islamic bloc. Even with generals like whisky in command.

Libya Iraq and Iran almost developed one and Israel developed it with South Africa in 1970s and tested a device already

Pakistan provided the centrifuge design to Libya and Iran and when both of them back rolled their program they sold and snitched Pakistan to the west

All non-Arab Islamic countries must unite after this treachery. If the GCC Arab countries aren't going to speak up for Palestinians they won't speak up for anyone. There is a big lesson to be learnt here. Form a bloc with the likes of Turkey, Malaysia, Indonesia and all other major non GCC Arab Islamic nations. It is time to move on.
