Can Shaheen 3 hit Israel? No matter what you say. Pakistani nukes are aimed at our enemies. Israel and India are two declared enemies of Pakistan.
Our strategic posture limits our longest range IRBM (Shaheen III) to 2,750 km. This is to ensure that we have India’s furthest outposts, Andaman and Nicobar Islands, in range.
This is not a technical/engineering limitation, but clearly a posture/policy issue. We have no conflict with Israel. While we may have disagreements with Israel’s policy towards Palestine, neither we nor Israel have threatened each other with physical harm.
You can listen to the talk about the posture by Lt Gen Khalid Kidwai who in 2015 was running the Strategic Plans Division (SPD), a part of Pakistan’s National Command Authority (NCA) which is the apex nuclear policy making body in Pakistan.
The sum of this is that in order to hit Israel, Pakistan would need to not only expand the range but also deploy the missiles to the furthest edge of our Balochistan province bordering Iran. Neither of these is on the cards because the political/security compulsions don’t exist for such actions.
