President Donald Trump and the FCC on Friday announced several initiatives to spur 5G network growth in the U.S.

“The race to 5G is on and America must win,” President Trump said, noting that 92 5G markets will be ready by the end of the year, outpacing South Korea, which is on pace to have 48 markets live by the end of 2019.

“It’s race our great companies are now involved in,” President Trump said. “According to some estimates, the wireless industry plans to invest $275 billion in 5G networks, creating 3 million American jobs quickly, and adding $500 billion to our economy.”

5G is the next-generation of wireless network that will enable faster data speeds. Unlike 4G LTE, which mainly targeted mobile phones, tablets and computers, 5G is also expected to enable more reliable connections on self-driving vehicles that will need a constant data connection, and smart cities that use “Internet of Things” devices, such as connected street lamps, traffic lights and more.

AT&T and Verizon already have fledgling 5G networks in the United States, and T-Mobile and Sprint plan to activate their networks in 2019. Only one phone from Motorola, offered on Verizon, supports 5G in the U.S. right now.

“To accelerate and incentivize these investments, my administration is freeing up as much wireless spectrum as needed,” President Trump said. ”[We’re] removing regularity barriers to the buildout of networks.The FCC is taking very bold action, bolder than they’ve ever taken before, to make wireless spectrum available.

Spectrum is the airwaves networks use to provide internet to devices.

President Trump’s comments come in tandem with announcements the FCC made on Friday. The FCC said that starting on Dec. 10, it will offer “the largest spectrum auction in our nation’s history,” allow carriers bid on 3,400MHz of new spectrum in the Upper 37GHz, 39GHz and 47GHz spectrum bands. The additional spectrum would “promote the development of 5G, the Internet of Things, and other advanced spectrum-based services,” the FCC said.

Additionally, the FCC proposed new new rules that allow “Fixed Satellite Service operators to provide faster, more advanced services to their customers” using 50GHz spectrum. It also said that current rules “impair the ability of users to deploy small, next-generation networking devices on their own property,” particularly in rural areas, and proposed changes that would allow people to install” “hub and relay antennas” on their property to help spur 5G networks.

“The FCC aims to create a $20.4 billion Rural Digital Opportunity fund,” to “extend high-speed broadband to up to 4 million homes and high-speed businesses in rural America,” FCC chairman Ajit Pai said.

U.S. Democrats seek up to $2 trillion to invest in aging infrastructure

LEESBURG, Va./WASHINGTON (Reuters) - Democratic leaders in Congress said on Thursday they would seek President Donald Trump’s support in coming weeks for legislation to invest up to $2 trillion to rebuild U.S. infrastructure, including roads, bridges and schools.

House of Representatives Speaker Nancy Pelosi and Senate Democratic leader Chuck Schumer said at separate news conferences they would try to revive an effort that sputtered early in Trump’s presidency for major investments in aging public works.

The White House said Trump had spoken recently with Pelosi and “agreed to meet soon to discuss working together on infrastructure,” White House spokesman Judd Deere said.

Democrats have been seeking a much larger investment than Trump and fellow Republicans in Congress have suggested.

“Has to be at least $1 trillion, I’d like it to be closer to $2 trillion,” Pelosi told reporters at a House Democratic meeting in Leesburg, Virginia. She said there would be discussions on how such an amount could be financed.

Senate Majority Leader Mitch McConnell, a Republican, told reporters later on Thursday that the financing issue was a major obstacle.

“I’m all for taking it (infrastructure legislation) up once the president and Democrats, everybody says: ‘OK, here’s how we’re going to pay for it.’ As soon as that magically appears, I think we have a way forward,” McConnell said.


Schumer, speaking to reporters outside the U.S. Senate, said a meeting would occur within the next several weeks.

“The bottom line is this: If they’re not going to put real money and have real labor and environmental protections, we’re not going to get anywhere,” Schumer warned.

Past bipartisan efforts by Democrats and Trump have brought mixed results. A criminal justice bill was enacted, but an immigration reform effort was a dismal failure, as were border security talks.

“The president calls people and says: ‘Why don’t we do something?’ but then he’s unwilling to really do anything beyond his hard-right base and nothing gets done,” Schumer complained.

But as Republicans and Democrats gear up for the 2020 presidential and congressional elections, they could be eager to show voters accomplishments.

Last month, Transportation Secretary Elaine Chao urged Congress to act promptly.

Deere said: “The president wants a bipartisan infrastructure package that rebuilds crumbling infrastructure, invests in the projects and industries of tomorrow, and promotes permitting efficiency.”

Pelosi was dismissive of Trump’s plan unveiled in February 2017 designed to encourage spending on improvements by states, localities and private investors. Trump had asked Congress to authorize $200 billion over 10 years to spur a projected $1.5 trillion in projects, but it had no new direct federal spending and never got a vote in Congress.

“We have to put aside any negative attitudes. We are going there with a positive attitude: How much do you want to invest? How do we prioritize, because we want to do school construction, we want to do public housing, there are other things too,” Pelosi said.

The Trump Administration is looking to lead in the global race for 5G supremacy, with an eye on rural America.

At the White House on Friday, President Trump and Federal Communications Commission chairman Ajit Pai announced plans to hold a 5G-spectrum auction on Dec. 10, further opening up the airwaves that can be deployed by commercial 5G wireless operators. This would be the largest spectrum auction in U.S. history and covers three radio frequency bands, all part of the government’s ongoing “5G Fast Plan” strategy.

The U.S. also plans to establish a $20.4-billion Rural Digital Opportunity Fund to build out high-speed broadband networks in underserved parts of the country over the next decade and connect up to 4 million homes and small businesses. The hope is that the fund, which will launch later this year, will help close the digital divide.

By now, of course, most consumers may have heard about 5G but there are still lots of confusion and unanswered questions. Some of the key things to know:

What is 5G?
5G represents the wicked fast fifth generation of wireless that Verizon and AT&T are just starting to rolling out in select markets, with other U.S. wireless carriers to follow. Promised speeds are up to 100 times zippier than what is possible with on today’s prevalent 4G networks.

Such speeds, along with greater capacity and lower latency, or a measure of network responsiveness or lag, means that not only will 5G let you download a flick onto your phone in seconds, but will also fuel a variety of connected Internet of Things, or IoT devices, from household appliances in your home to driverless cars.

If you buy into the vision – and Chairman Pai calls 5G a “game changer for mobile connectivity” – the networks will play a major role in remote medicine, virtual reality, manufacturing, agriculture, even entire “smart cities.”

Is the U.S. in the global 5G lead?
Pai would like you to believe so, but China, in particular, poses a major competitive threat., which is why the U.S. has put a bullseye on companies such as Huawei.

“The story of 5G is a success story, an American success story,” Pai says. He cautions, though, that “our early success is just that, early. We still need to do more and we will.”

5G networking equipment comes from major overseas-based industry players, notably Samsung, Nokia, Ericsson and, yes, the company the U.S. has accused of espionage, China’s Huawei.

“More funding for rural 5G broadband means two things: an overall faster roll out of 5G than was otherwise possible,” says telecom analyst Roger Entner of Recon Analytics, but also “the ability to block small rural carriers from using Huawei equipment."

Pai points to another measure of U.S. progress: recent reports of a spike in the number of online job posts related to 5G.

Wait, is the U.S. government running 5G?

Pai maintains Uncle Sam will not be running things.


“I’ve been very consistent in my view that the markets not government is best positioned to drive innovation and investment in the wireless field," he says. "I think the lesson from 4G is that American leadership was built and maintained because of the market-based approach. The wholesale network would be the wrong answer for American consumers.”

Analyst Entner agrees: "Private companies are better than the government to provide wireless services. State-run or even a government-blessed monopoly is something that not even socialist countries do today."

What about reports 5G poses potential health risks? Is the FCC concerned?
Pai says the FCC takes the concerns seriously, but he downplays the risk.

“The nature of 5G networks will be very different from 4G, in part, because of the nature of the infrastructure. The 5G networks of the future will rely more on small cells that are relatively inconspicuous (and) operated at a much lower power than the traditional 4G cell tower infrastructure that we know today. From that perspective, at least, we are confident that the FCC’s limits, in consultation with the Food and Drug Administration, which has the lead on these issues, will be safe.”

How soon can I get 5G?
The short answer is that it depends on where you live. Verizon’s initial launch focused on so-called fixed wireless solutions that are essentially alternatives to cable in the home. But both Verizon and AT&T are starting to launch mobile 5G, as well.

Verizon went live with its 5G network in parts of Chicago and Minneapolis earlier this month, ahead of schedule, though coverage doesn’t actually blanket those metropolitan areas.

AT&T has now turned on mobile 5G in parts of 19 cities, the latest seven of which are Austin, Los Angeles, Nashville, Orlando, San Diego, San Francisco, and San Jose.

Sprint goes live next month in Chicago, Atlanta, Dallas and Kansas City.

And Sprint's would-be merger T-Mobile also plans to launch 5G this year, though it hasn't yet specified in detail where or when that will happen.

Keep in mind that you will need a capable 5G phone to experience 5G even if you live or work in a coverage area, and such devices, for the most part, are only now starting to show up, though several have been announced.

Even at that be careful: Samsung’s new Galaxy S10 5G, for example, only will be capable of connecting to the mmWave 5G network, but it lacks the internals to tap into other flavors of 5G that are coming. thus preventing you from getting the full 5G experience.

And iPhone fans must wait even longer. Apple has been mum on any future 5G-ready iPhones.

US President Donald Trump on Friday called on the US to accelerate 5G deployment. “The race to 5G is a race America must win,” Trump stressed, “We want to be the leader in this.”

Trump said that 5G networks must be “guarded from the enemy — and we do have enemies out there.” It should be “private sector driven and private sector led,” but his administration is “removing regularity barriers to the buildout of networks.” Trump also vowed to extend broadband access to rural area, and “no matter where you are you will have access very quickly to 5G.”

Trump’s words remind us of the US competition with the Soviet Union during the Cold War. The US’ overt crackdown on Huawei is closely related to the country’s 5G strategic deployment. While suppressing China’s telecom giant, the US is mobilizing its own 5G development. Washington is quite narrow-minded.

Chinese companies including Huawei and ZTE have developed their 5G technology in line with the market rules. They may have never prepared to be on the cusp of state competitions, nor harbored ambitions to challenge the global geopolitical landscape. Those low-key Chinese enterprises aim at doing better and making more money. They pursue technological leadership merely to survive and develop.

The Chinese government isn’t prepared to challenge US technology hegemony as well. It is commonly recognized in Chinese society that China must promote sustainable economic development through technological innovation to narrow the technological gap with developed Western countries and avoid being restrained by other countries in key fields.

If anyone holds that China will surpass the US because of 5G technology, he/she will definitely be laughed at in China. China lags behind the US in overall strength, though it may be one step faster in a few areas, for example, in mobile payments supported by 4G networks. But the overall significance of these achievements is worthy of observation.

China might lead in the world in 5G progress, but China has not made any particular efforts for it. It has come with the normal development of the country’s telecommunications industry under a market economy. It is exaggerating to regard 5G development as a decisive factor in national competitions.

Washington is launching a national mobilization to develop 5G technology. The approach is like taking a “great leap forward,” which is not cool-headed.

US technical mobilization ability is undoubtedly strong. However, the core competitiveness of the internet lies not only in technology but also in application conditions. China has a dense urban population with a high average usage rate of base stations, which makes China's network infrastructure full of market driving force.

There is no doubt that China owns the largest number of mobile communication base stations in the world. The total number of 4G base stations in France cannot even match that of Shenzhen, a city in South China’s Guangdong Province. With higher 4G signal coverage than the US, China has greater market incentives and less costs to develop 5G. Application technologies related to people's lives are also easier to advance in China. The US is doomed to entail strenuous effort if competing with China in these areas.

The US should give up the fantasy to be an “all-round champion” in the 5G era. Although it will still lead in the overall technological level in the long run, the country should accept the fact that it will be surpassed by China in certain specific fields of 5G. To be a normal powerful country, the US must first have a broad mind.
