ISLAMABAD — Pakistan’s ambassador to Turkey pledged this week to increase defense cooperation between the two countries to new levels, but after a string of recent deals, analysts believe further cooperation will be incremental.

Speaking to Turkey’s Daily Sabah, Muhammad Syrus Sajjad Qazi highlighted defense relations such as recent deals for platforms like the T-129 helicopter gunships and Milgem corvettes, which he said would further improve as the countries continue to explore new opportunities.

The existing deals alone are likely to see substantial offsets and technological input for Pakistani industry, and build upon existing supply of defense technology critical for all three branches of Pakistan’s military.

Pakistan’s defense industry generally lags behind other nations, and has struggled to offer much in return bar a deal for the PAC Super Mushak basic training aircraft, further highlighting the importance of the relationship between Ankara and Islamabad.

Asked exactly how that relationship may further improve, Brian Cloughley, and author, analyst, and former Australian defense attaché to Islamabad, said there is room to do so. He highlighted training as one area of cooperation, thanks to tensions between Pakistan and the U.S., along with armored personnel carriers and future orders of helicopters.

While Turkish AFV-related technology is already finding its way onto Pakistani APCs and tanks, Pakistan is exploring options to supplement or even replace its M113 type APCs, perhaps with an IFV design, with Turkey’s Kaplan or Tulpar IFV programs potentially of interest.

Turkey’s T625 multirole transport helicopter may also be considered to replace Pakistan’s range of legacy types.

Both countries also have active fifth generation fighter development projects, but analysts believe this level of cooperation is presently a step too far.

Justin Bronk, an analyst with the RUSI think tank, raises concerns given “the lack of any proven domestic capacity in both Pakistan and Turkey to produce a fifth-generation fighter, than with any issues around security or industrial interests.”

“Neither country is in any position to develop such capabilities for the foreseeable future without massive external assistance and technology transfer,” he said

That idea is echoed by author, analyst, and former air force pilot Kaiser Tufail, who nevertheless stresses their respective fifth generation programs “must continue for a long-term goal of manufacture”.

Tufail believes both nations should co-operate on an interim type of jet, with some of the technical characteristics of a full fifth-generation fighter “rather than jumping straight to a full-capability fifth generation fighter.”

Though new to aircraft manufacture, he believes Pakistan has gained a slight edge over its potential partner, having co-produced the JF-17, “essentially a Chinese design based on PAF's specifications”, though there is still “need for collaboration in design and production of any new fighter.” Turkey in comparison, though having license produced F-16s, lacks comparable modern fighter design experience.

Their close relationship makes fighter co-production “logical” though, he said.

Therefore, present co-operation “could well take the shape of a ‘Block-4’ JF-17 developed by Turkey and Pakistan” to be “considered for joint design and co-production”, after which “a stealth fighter would then be a logical next step.”

It is certainly logical to cooperate for next generation stealth fighter programs. Combination of two powerful Muslim country into a one strong stealth platform will boost national capabilities, industrial benefits and export outputs.

In fact, the 5th gen is the best program to cooperate because both countries are almost in the similar situation but the same time both bring something unique or complementary to the table. Pakistan has cooperation with Chinese aviation industry and experience of JF17 while Turkey has experience of developing systems for F-16 and F-35 and access to western technology. Both countries can identify the areas to focus for speeding up the projects.

TF-X MMU is the special one which is the biggest program of Turkish industry, so she hosts difficulties on different expertise areas. Acc to calculation, TF-X has a budget of totally 30 billion $ (8 billion $ is design/development). We certainly need partners to jointly fund this strategic project to make an industrial revolution on Muslim geography. It will be an absolute F-22 of Turkey in terms of size and capabilities. This program shouldn't meet a road accident. Instead of wasting our energy and money on two separate programs, Pakistan and Turkey both should wake-up to work side by side to establish own fighter club which will be able to compete with the best aircraft in its class.

Indeed...even F-35 was developed by a consortium and the same goes for EFT and other upcoming projects..collaboration is the key....not only for sharing the costs but also for combining the talents and skills... If I had control..I will not only make PAF join it but even drag KSA, Egypt and others by their ears to TFX project ..
 
I think Turkey and Pakistan's respective 5th-gen fighter efforts will be in parallel (different), but potentially overlap in the joint development of radars, avionics, EW/ECM, munitions and other additive aspects.

If they're ambitious, then collaborating on flight control technology, metallurgy, composites, etc (all of which would need to be deep into R&D and industrial development) could intriguing.

PS: after MILGEM and T129, Turkey and Pakistan (via Havelsan and PAC) are collaborating on UAV-related tech (which should make its way to Azm's MALE UAV work).

They have no choice now but to work together. Firstly TAI has experience with F-16 and other projects while PAC bring to head jf-17 experience; can we see 2 parallel lines being developed e.g. JF-17 Blk 4 as a test bed or NG model for experience and local/export... a lot is possible.
 
How about Turkey putting their knowledge, experience and technology in our JF-17


Upgrading existing aircrafts doesn’t help any state to reveal a 5th generation stealth technology. It requires revolutionary changes on design to keep weapons on internal pylons and advanced sensor, processor combination inside the body so 5th generation aircrafts look bigger in naked eyes but seem smaller on radar cause of complex geometric calculations, materials and paints. Turkey develops two manned, jet powered aircrafts. HürJet will be a CAS fighter/advanced trainer of Turkish Army but Hürjet program have a secret agenda as being a test-bed of subsystems, mission computer, flight computers, electro-optics, avionics and electronic warfare sensors. This aircraft will make maiden flight before TF-X and We will see the efficiency of technology developed for it, then apply similar systems for Tf-X.

In unmanned programs, There is a collaboration between TAI and Baykar to develop a jet powered stealth fighter drone that will make first flight in 2023.

Such an aircraft should be a true 4.5+ generation platform which also serves as a testbed for developing indigenous avionics, materials, weapons, sensors and dare i say, an engine.

Then we can take those technologies, integrate TFX and Azm projects into a joint venture to produce a 5+ generation aircraft.

Turkey should learn from its problems with the US F-35 deliveries. Let's build our own stuff.

We can develop Super Mushak and K-8 into next generation training aircrafts too.

Jf17 Blk4 is already in consideration and by putting PAF desired attributes related to that block into perspective, it's safe to assume that Turkey will surely contribute a lot in its development.

Thing to wonder is how/when Pakistan army will utilize Turkish defense industry to full fill its demands related to Armor?
Yes, certain Artillery system is in consideration so is a SHORAD of Turkish origin, but there is major scope of next generation Turkish systems in field of ATGM carriers & APC/IFV. Hope we will explore options in this area too as HIT is undergoing major upgrades in its assumbling lines from past several months.

I say lets involve Indonesia too in these projects along with their own version of 5th gen fighter that they r building, later on involve Egypt, KSA, Qatar, Malaysia etc too and lets make our own Muslim Joint Fighter like F35....We will have no problems with funding it or in R&D wise too.

u r right in general sense, but how can we along with turkey alone will be able to bear the costs and R&D of this project?
More partners along with GCC countries money can make this truly happen. And its not just aircraft, i want us to go same in UAV, Tanks, Ships and subs too.
