PESHAWAR:

Afghan students who graduated from affiliated institutions of University of Peshawar have been denied degrees by the varsity administration owing to the failure to produce Proof of Registration (POR) cards and passports.
While speaking to The Express Tribune, Abdul Wali, who graduated along with his three other friends two years ago from Islamia Degree College Peshawar, said the officials refused to accept his degree form without a photocopy of his POR card or Afghan passport.

Wali said he was told by officials at the examination department to attach photocopy of the POR card or of the passport if he wanted the form to be accepted. He requested the examination department that he would either submit his father or uncle’s POR card. However, his form was rejected.

‘We have not been issued POR nor have the passport do we,” said Khan, another student. He added that he had studied in the university’s affiliated college and has completed the degree. However, the university is not providing him the degree. He is not the only one to face the brunt of this problem. According to Khan, hundreds of students have reported the matter to Afghan consulate.

“I have also approached the consulate of Afghanistan in Peshawar to sort out the issue,” he added.

The consulate agreed to issue them letters to provide them the degrees. However, he said the university administration said such letters will not be accepted and no degree will be issued to Afghan students without attaching either a copy of their POR card or passport with the degree form.

He said at the time of admission the college asked students to submit POR cards but he did not attached it with the form and was still granted admission. “I was not aware the university will demand POR cards or passports to issue degree to us.”

He urged the authorities to take action as the future of hundreds of Afghan students is at stake.

The other view

When contacted, University of Peshawar Admissions Director Dr Hizbullah told The Express Tribune there were two seats reserved for Afghan nationals which Afghan Commissionerate recommended to the university for admission of students with PoR cards issued by the Pakistan government.

Furthermore, he said the remaining Afghan nationals applied to the university on foreign seats and the university offers them admission if they adhere to the admission criteria and have a valid passport with visa stamped on it.k

“We do not admit any Afghans on foreign seats [who have] no passports,” Hizbullah said. “If any Afghan national has completed degree from any other affiliated college having no POR card or passport, they might have applied on fake Pakistani CNIC.”

He added, “UoP will issue degrees to those who have valid POR card or passport attached with the degree application form.” He said submitting a degree form without POR card or a copy of a student’s passport meant he has been granted illegal admission at any affiliated college.

Backdrop

According to United Nations High Commission for Refugees, Pakistan hosts the largest number of refugees – approximately 1.5 million Afghans and 7,000 asylum seekers, also mostly Afghans.

The National Action Plan (NAP), launched after the Army Public School massacre to combat militancy, included repatriation of Afghan refugees.

The government is also conducting crackdowns against those residing in parts of the province without registration papers. Afghans who don’t possess legal documents have been asked to leave the country by December. So far, according to UNCHR, over 65,000 Afghan refugees have permanently repatriated in August.

Btw how uni can issue Degree without any identity of the student? so if they are asking PoR or Passport its logical.

Wow I am completely supprized and shocked by the mis management of behalf of UOP and Students.

On behalf on University, why in the world did you gave admission to Afghan Students . When the basic documentation like POR and Passport is not submitted during the time of admission?

On behalf of students, are you really that stupid that you think , you will be granted degree without proper documentation? And in the article one student mentioned that he can provide POR of his uncle . Are you serious? Did you got education or your uncle got?

And what is more shocking is if he is not having either POR or passport this means he is residing illegally in Pakistan. Which is itself a crime.

If anything, Pakistan can use this as an excuse to keep educated minds inside Pakistan, and grow its knowledge banks. Don't hold them hostage, offer them a chance to help grow Pakistan intellectually.

This is a new low even by Pakistani standards..I was about to write a detailed comment but for who...the low IQ people are cheering this as if they have achieved something while this is a defeat...Even USA does not close its doors for even for Russian students...but ...really i have no words...I would ask these kids that don't cry if tomorrow and USA and west close their doors for our students...by the way all the people who declare USA total evil (satan akbar) should not go or send their dears ones for studying in USA.

Article says they use fake Pakistani CNIC to get admission which warrants such a treatment under various Pakistani law such Article 420 for fraud and forgery of documents.

Either way, Pakistan is missing a huge opportunity to grow its knowledge banks. Instead of using this opportunity to help Pakistan, they're using politics and bureaucratic nonsense to essentially point score.

To be honest Pakistan cant even utilise their own work force to full extent so what is the use of these graduates when they will gobble up resources reserved for Pakistanis. We certainly need some people with unique talent such as handicraft workers which can be a asset but these graduates are of no use to Pakistan. We first need to make sure our own graduates get prioritised for jobs in Pakistan rather than bunch of foreigner. My point of view might be harsh but i have seen foreign graduate holding UK and US degrees jobless in Pakistan. I myself went back from UK after my studies only to find the ultimate humiliation in Pakistan and no opportunities.

We should also keep in mind that these student essentially broke the law to gain admission in universities using fake CNIC. University clearly states they only have two reserved seats for afghans so rest of them forged their document so the reason is very legitmate. Imagine you go to any other country and get admission based on forged document so do you think they will hand you the degrees with full honours once they find out?

well done UoP other universities should Follow....
foriegn students constitute a large portion of revenue in western countries be it usa , uk australia or even china . we should treat them as foriegn students and also encourage them to study here and try to win their hearts and minds by dialogue like india is doing . our loss is their gain
I can relate to this as the n difference ieducation system of sind and punjab, in punjab for medical studies there is a centralised system and u are placed according to merit m so students get shuffled a student from khanpur goes to pindi and a lahori goes to multan , they have student hostels where different students bof different backgrounds ie regions air out their differences or have a dialogue . On the other hand medical admission in sind is regional students of karachi will be placed in khi etc so they dont have the benefit of dialogue with interior sind students

University clearly states they only have two reserved seats for afghans
these are reserved quota seats where they only pay pakistani students equivalent fee , we should let more international students entry where they pay imore fees

The problem is we pakistanis are too emotional and we are still stuck with this shit of brotherhood.

Although I completely agree that a student's education should not be held hostage to the politics but I also understand the requirement of identification. How can an institution issue a degree without verified identification? So in this case the students should be charged fine if there was a fault on their behalf and relaxation should be given in terms of what documentation they can use for their identification.

Although this is not refugee topic but I would like to add what I've been saying about refugees. Close the border and don't let anyone in without proper travel documents. Those who are in Pakistan and love Pakistan should be granted nationality whereas haters should be send back by force.
