Fujian starts supplying water to Kinmen, Taiwan

A water pipeline connecting Chinese mainland coastal province of Fujian to Kinmen went into operation on Sunday, delivering water from Fujian's Jinjiang River to alleviate water shortages in Kinmen.

The source of the water-diversion project is Longhu Lake in Jinjiang City, the second largest lake in Fujian.

The 28-km pipeline will provide 34,000 cubic meters of water daily to Kinmen, a small island attached to Taiwan but very near the mainland.

The investment totals 388 million yuan (about 57 million U.S. dollars) and the water price has been set at 9.86 new Taiwan dollars (around 0.33 U.S. dollars) per cubic meter.

The smooth operation of the water supplying project concerning Kinmen people's welfare is a great event in the history of Kinmen's development as well as the cross-Strait relations, Liu Jieyi, head of the Taiwan Work Office of the Communist Party of China Central Committee, said at a ceremony held in Jinjiang.

Tang Dengjie, governor of Fujian, said the project carried the hope of people from both sides of the Taiwan Strait for peaceful reunification, and common aspiration for a better life.

Tang said the Fujian government would strengthen management to ensure a safe and quality water supply to Kinmen residents.

In 1995, Kinmen authorities put forward the proposal to divert water from Fujian. The mainland-based Association for Relations Across the Taiwan Straits and Taiwan's Straits Exchange Foundation in June 2013 publicized a consensus on solving the water problem.

One of the most important technologies in the future is water transportion. If we can transport large amounts of water economically, it will change the planet. Large desolate parts of the world will flourish. The water is there, it's just in the wrong place.

Kinmen was a huge military blunder back in 1949 and resulted in many PLA casualties. If only the second wave carrying the heavy equipment could have backed up the initial PLA attack.

I guess that's the first step. Winning through good will is still possible for the Mainland and, when I watch the ceremony aired live, that was the impression.

What Taiwan failed to provide (water security), Mainland made it happen.

I guess, in the event of an escalation, 金門縣 is the first to be taken over by the Mainland. 太平 would be yet another one.

TAIPEI, Aug. 6 (Xinhua) -- Members of the public in Taiwan have spoken highly of the water-diversion project connecting Fujian Province to the island of Kinmen.

The water pipeline connecting the coastal province of Fujian on the Chinese mainland to Kinmen went into operation Sunday, delivering water from Fujian's Jinjiang River to alleviate water shortages.

Hsu Wen-pin, a well-known lawyer in Taiwan, said that the project signifies a new level of communication across the Taiwan Strait. Hsu said that the mainland proposed to divert water from Fujian to Kinmen about 20 years ago and that the operation of the project is "quite encouraging."

"It truly brings benefits to the people of Kinmen," Hsu said.

Su Chia-hung, a professor at Taiwan's Fooyin University, agrees. Su said that the project meets the demands of the public in Kinmen, and is a sign of goodwill from the mainland, which should not be ignored by the Taiwan administration.

"I think the project will not only alleviate the water shortage in Kinmen but will also invigorate the local economy," said Wu Chunjiang, chairman of Kinmen Ludao Hotel.

"I remember in 2010 when I visited Kinmen, all the stores were run by senior citizens," said Wu, who is from Fujian Province. "The long-term shortage of water in Kinmen led to the outflow of local talent."

"I am just so happy that the project went into operation," said Chen Feng-huang, a taxi driver in Kinmen.

Jinmen wasn't properly assaulted or shelled and left under ROC control for strategic considerations. Before shelling began, both sides would usually provide warnings. Shelling was merely symbolic and an act.

The US wanted the ROC to retreat completely to Taiwan, to prevent this PRC initiated an assault at Jinmen. The strategic purpose was to keep ROC forces at Jinmen and that was accomplished. Tactical outcome in the greater scheme of things are irrelevant. Ironically a decisive tactical success by PRC at Jinmen would have been a major PRC strategic failure.

Mao wanted to leave a lingering thought within ROC's strategic planning that they still occupy 2 mainland provinces. The islands in SCS (used to be part of Guangdong) and Fujian province. He wanted to force long lasting factors within ROC's strategic considerations to reduce the chances of separatism in the future beyond his life span. Tension serves a strategic purpose.

Besides, as I notice here (and this is how I feel as well), having two islands that are naturally part of the Mainland (not just in terms of public organization) reinforces the perception of Taiwan as China. If there were not those two little islands that are practically within the reach of Mainland and can be taken over by Coast Guard only, some of our compatriots' psyche would be more inclined toward the idea of a separate Taiwan.

Those islands are yet other bonds (in addition to language, culture, cuisine, religion etc) that tie Taiwan firmly to the Mainland.

In that, Chairman Mao was indeed a master strategist.
