French shipper to order 9 Chinese vessels

China Daily, August 23, 2017
Chinese shipbuilders are outperforming their South Korean rivals in constructing high-end mega-containerships after further sharpening their manufacturing edge and grasping a larger share of the global market.

Shanghai Waigaoqiao Shipbuilding Co confirmed on Tuesday that the company and Hudong-Zhonghua Shipbuilding (Group) Co, another Shanghai-based shipyard, together have received a letter of intent from the French group CMACGM SA for nine vessels capable of transporting 22,000 twenty-foot-equivalent-unit containers-the largest carrying capacity in the world.

However, the final order is subject to board approval from both sides.

"The 22,000 TEU-containership will become the world's largest of its kind once completed, outsizing the current leader, a 21,413-TEU containership made in South Korea. It really is an industrial breakthrough of decades," said Dong Liwan, a shipbuilding industry researcher at Shanghai Maritime University.

Shipbuilders in China received orders for new vessels with a collective capacity of 8.14 million dead weight metric tons in the first half of 2017, accounting for 31.4 percent of the global market. South Korea's shipbuilding industry held a 30.6 percent share, data from Beijing-based China Association of the National Shipbuilding Industry show.

Dong said it is first time Chinese shipyards have topped their South Korean counterparts in the high-value-added mega-containership sector, and the shipbuilding industry as a whole. With the high-profile order of the world largest container vessels falling into Chinese companies' pocket, the South Korean competitors will definitely feel the pain, he said.

"Once the deal is sealed up sooner or later, the French ship owner may choose dual-fuel engines or engines that only consume liquefied natural gas to meet international demands for cutting carbon emissions," said Zhang Xueling, a researcher at the Shanghai Ship and Shipping Research Institute.

Zhang predicted that each ship will cost $160 million to build and the service life can reach 25 to 30 years.

Denmark's Maersk Line ordered 10 container ships designed to carry 18,000 TEUs from Daewoo Shipbuilding and Marine Engineering Co Ltd in South Korea in 2011. Each vessel cost $185 million.

"Major Chinese shipyards and heavy industry manufacturers are keen to acquire European and US maritime design and research firms, because this is a big part of their tactics to gain high-end technologies to produce core components and compete with South Korean companies," said Jin Peng, secretary-general of the CANSI.

Jin said supersized container ships mean lower freight rates and more business opportunities, and fuel-guzzling, high-maintenance container vessels are no longer required.

Eager to enhance its earning ability, CMA-CGM is gearing up plans to offer a wider range of services in China, with more trading companies keen to move to emerging markets and to benefit from booming bilateral trade, preferential trade tariffs and investment opportunities.

China Merchants Port to buy Brazil’s second largest container port for US$920 million
The deal is China Merchants Port’s second major investment in three months

Transportation conglomerate China Merchants Port Holdings is buying a 90 per cent stake in TCP Participações S.A, the operator of Brazil’s second largest container terminal, for 2.89 billion Brazilian reals (US$920 million).

TCP and its subsidiaries operate the port of Paranaguá in southern Brazil, around 300 kilometres from Sao Paulo.

China Merchants Port operates ports in mainland China and Hong Kong, as well as around the world in locations including Sri Lanka, Djibouti and the United States. The new deal is part of its expansion into Latin America.

China Merchants Port’s parent company is the conglomerate China Merchants Group.

“TCP is not only CM Port’s cornerstone to enter Brazil, but also the future hub of the rising commodity and goods trade flow between Brazil and China,” CM Port managing director Bai Jingtao said in a statement.

The deal was announced during Brazil’s president, Michel Temer’s, visit to China for the BRICS summit in Xiamen.

Corrine Png, chief executive of Crucial Perspective, a transport industry research firm, said that from a short term perspective China Merchants Port’s acquisition was not cost-effective.

“This is a pricey acquisition considering that TCP was loss-making in 2016 and the implied valuations based on its 2016 net asset value and 2015 profits also look expensive.”

In 2016, TCP made a loss of 7,954 rials.

Png said that the deal looked more attractive from a longer term perspective.

“Latin America accounts for 13 per cent of global container shipping trade volume and TCP is the second largest container terminal in Brazil. Good port assets are also rarely put up for sale,” Png said.

The port of Paranaguá has an annual capacity of 1.5 million TEU, which is set to rise to 2.4 million TEU a year on completion of its expansion plan expected to be finished in 2019.

In comparison, the port of Hong Kong has a capacity of over 20 million TEU.

TEU refers to twenty foot equivalent unit, the standard measure of a port’s capacity, and is equivalent to a standard shipping container.

Chinese outbound investment has slowed this year under tighter restrictions from both the National Development and Reform Commission, and the State Association of Foreign Exchange.

However, last month the State Council issued new rules laying out which industry sectors were being encouraged, restricted and banned when it comes to overseas investment.

Logistics was named as a sector that was encouraged.

“Exporting China’s infrastructural capacity is in line with the official strategy and Chinese companies, especially SOEs (state owned enterprises), have been making significant investments in ports, roads and logistics companies,” said Vivian Lam, partner at Paul Hastings.

So far this year, there have been nine outbound acquisitions by Chinese companies in the logistics sector, with a combined value of US$39.2 billion, according to Mergermarket data.

China Merchants Port has been among them, and said in July it would invest US$1.12 billion to develop, manage and operate Sri Lanka’s Hambantota port.

Png said she expected China Merchants Port to make more acquisitions in future.

“Although this is a substantial acquisition, China Merchants Port Holdings can afford it, as it is well-capitalised. Even after funding for this TCP acquisition, China Merchants Port Holdings can easily shell out another HK$15 billion to fund future acquisitions.”

COLOMBO, Sept. 22 (Xinhua) -- China Merchant Ports Holdings aims to building the Hambantota Port in southern Sri Lanka into a global maritime center, the company said at Colombo's Ceylon Chamber of Commerce on Friday.

China Merchant Port Holdings (CM Port) entered into partnership with the Sri Lanka Port Authority in July.

It is the largest Foreign Direct Investment (FDI) ever implemented in Sri Lanka.

"We are targeting to turn the Hambantota port into a major hub connecting the neighboring countries as well as the rest of the world. That is the national vision of Sri Lanka and it is also our mission as an operator," said Deputy General Manager of CM Port Hang Tian at Colombo's Ceylon Chamber of Commerce on Friday.

"Our intention is to contribute to the rich vision of Sri Lanka. We are able to bring new investment, new management methodology, and new technology by leveraging on the synergy of CM Port's global network," Hang added.

He also appealed to local investors to join CM Port to make the venture a success.

"We believe Hambantota port has the potential to play a more important role during the transformation of Sri Lanka's maritime industry and economy."

"The Hambantota port is closer to major marine routes than Colombo port, more importantly, it is located in southern Sri Lanka, an area that is less developed so far, hence we can be certain in the long run this port has tremendous potential if it can be well planned and operated efficiently," he added.

The tanker can carry 174,000 cubic meters of LNG, which can gasify into 107 million cubic meters of natural gas.

In other words, it can supply enough gas for the consumption of 600,000 households for a year, if the average consumption of each household is approximately 15 cubic meters.

"We're building three more of this type," Huang added. "The shipping capacity will exceed 6 million tons."

That's one quarter of all the clean energy sources imported to China in 2016.

In the past few years, China has seen a large increase in the growth of LNG imports. The import volume in the first half of 2017 totaled 22.3 billion cubic meters, increasing by 38 percent year-on-year.
