In reality, without economic sanctions, Russia and Iran might have destroyed their syrian enemies a year ago or so. 1)Its a huge amount, but for oil and resource rich countries, its not thaaat huge. They can afford it. Dont you remember that Russia's Duma set a budget of $2-$4bn/year for the syrian war? THey did so so the war could be effective, the Russian military wouldnt be overstretched, and the war could be sustainable(if needed).
