Friend this will drag on another 5 years; it is all posturing and frankly what do you expect from india... they want to get every bit of cent worth out of a deal. At this stage US is in curry flavour so it may go that route.If You go back and read the OP, You realize that it is not "strategic partnership" between
India and the country of the aircraft vendor.
"This will be done under the strategic partnership model announced by the Ministry of Defence in July. Under this, foreign companies and their Indian partners will bid for the project together."
So LM and Tata will be one team, and SAAB and Adani will be another team.
Other articles in this thread has indicated that India will accept offers from other civilian
companies, and it might end up with India selecting an aircraft vendor and a manufacturer in
India, and tell them to produce a joint offer.
LM will offer to dump their old F-16 manufacturing line to India.
SAAB will offer the setup of a brand new manufacturing line which
could include the 3D printing techniques they are using for the SAAB/Boeing T-X.
They also offer co-development of Tejas Mk 2 and AMCA and ToT of GaN AESA Radar.
If/when Kaveri comes into fruition, this is planned to replace the F-414 engine in the Tejas Mk 2.
There is no reason, that it could not replace the F-414 in the MII Gripen.
The weapons used by IAF are much more compatible with Gripen (Meteor etc.)
With F-16, India will have to buy a lot of American weapons that cannot be used
with Rafale or Tejas, without extensive work, or spend a lot of work
to qualify the existing missiles for F-16. LM has no incentive to help, so India is on her own.
Such work for the F-16 involves digging deep into the core functionality of the S/W.
SAAB much more modern S/W architecture has separated the core functionality of flying from other stuff, so if India want a new weapon, they develop an "App" which can be completed in days, instead of in years. SAAB has incentive to help, because adding stuff to the Gripen will
increase the interest worldwide for the aircraft.
India is desperate to increase its fighter strength.
The F-16 production line is ready to churn out aircrafts NOW.
Still, India wants to wait until 2021, when it really the first time they will be able to get Gripen.
(Sweden and Brazil will get the first production aircrafts in 2019).
