We can't take these words at face value. I don't see a future EU military as a major direct threat to either of these nations, not because of lack of capability but I see the EU military more as a tool for its own nation building. Multifaceted cooperation with other nations will continue. Although its bargaining power on certain issues will increase.

Europe is at a crossroad, go along the path of further integration or risk disintegration of the EU through intensifying nationalism/regionalism and lose progress made over the last few decades. Initiating the path along a peaceful unification of continental Europe was a major historical achievement for Europe. Further integration is being pushed for to complete the Europe project. To counter the centrifugal forces of nationalism, EU will have to strengthen its centralized institutions. An EU military is one of those centralized institutions above national entities.

It is no surprise that Emmanuel Macron is advocating for an EU military, he represents multinational interests of Europe.

To justify the creation of this institution, it must have a purpose. Declaring external threats, many seemingly existential in nature will ease its creation process.

Beyond the direct powers of an EU military, it will be a multinational fiscal exercise. A multinational military is a foot in the door (setting precedent) for the creation of spin off multinational institutions and to restructure the tax system of Europe. Tax is the life blood of a state, to elevate power to the EU level, tax will have to be controlled at and directed toward that level. An EU level military is a new organ requiring that blood and over time will erode the political will for national militaries, with EU military holding monopoly power. This will eliminate the hard power of nation states in reversing continental centralization. If all goes to plan, the United States of Europe will be born.

Napoleon was a special case, i am talking about the character of the nation in general, people like Napoleon are cases of once in centuries. One cant form comprehensive judgements on individual cases of brilliance and by the way, "NAPOLEON LOST THE WAR TOO."

France fought and defeated several times entire coalitions,imposed its laws and power over much of Europe,even after the revolution,internal revolts and chaos,disorganized forces,the French successfully driven the english,the austrians,prussians and all other coalised forces out of France...

And Napoleon wasn't the only factor to France's success,what about all his other marshals and generals...

Funny thing is These French and Brits United hands with Russians and Americans to destroy the only European Super Power and sell out the independence of Europe forever to Americans in the west and Europeans Russians.
Now keep your heads down and keep up the economic progress at which you are good at.
Declaring war on Germany and not declaring war on Soviet union on pretense of invasion of Poland whereas Germany had clear reason for the Polish invasion due to German genocide in Poland while Soviet Union had no valid reason to do so. Still They went after Germans instead of the Soviets. And the rest is history how the Real European Power defeated these two Colonial Relics to hell and Almost Took out the Evil Communist Regime in the East. Americans Saved your Sorry states and Russians Defeated Berlin.
Had it not been the Stupidity of the Japan, Had they Invaded Soviet union from the East Instead of Attacking Americans. Every European knows what would have happened in that case.

Now they want a European Army after obliterating the only independent Modern European army that tried to get itself up with the help of Russians and Americans.
Militarily Speaking.Without Americans, Russians would Eat Europeans alive without any problem in a war.
And Same goes with the East Asians i.e Japanese Koreans Taiwanese against China.
The West ain't nothing without United States in terms of Military.
Trump have valid point when he says why nobody pays for there security and why is it always America to save them. They should strengthen themselves

With trump in power all of US allies are now left without their biggest weapon US.
British are gonna leave Europe pretty soon and Europe will be left with too many countries with bad economic situation and how many time will Germany and France will bail them out?
Russia and China have started to flex their muscles . European are right to be worried about their security. The way trump is going around ruining their diplomatic ties with their closest allies will make a new block. My guess is US won't be invited. Europeans would like to be on that table.
