Well, the Freedom in the World 2020 rankings were determined with data from 2019. And at the end of 2019 COVID-19 was only in China, not yet in India.

Besides, the Indian government does want to test Indians for the virus, but they just do not have enough laboratories to cope with a large population. That is why they have given licenses to private companies to increase the capacity.

That did affect the score of India.
In 2020 it is 71, in 2019 it was 75 and in 2018 it was 77.
So, India's score has dropped in the past years.

Also, in post #10 I posted an article from this report about India, which criticises the Indian government for the decrease in freedom.
They also criticise the situation in Indian administered Kashmir.

Federal authorities replaced the state’s elected institutions with appointees and abruptly stripped residents of basic political rights. Restrictions on freedom of movement and a shutdown of mobile and internet service made ordinary activities a major challenge for residents. As a result, Indian Kashmir experienced one of the five largest single-year score declines of the past 10 years in Freedom in the World, and its freedom status dropped to Not Free.

So the changes in Indian administered Kashmir did result in a change of freedom status.
