He should also realize that the Gabya-class only have 4 ships installed with VLS. Then there's another matter: Can you fill all these ships with missiles? Turkish Navy ships were often spotted at various times,carrying half or not even half their load of Harpoon missiles or AA missiles.
Could they fill them? Maybe. Or maybe it's just boasting.
Do the French have a bad habit of not installing CIWS or extra missiles on their modern ships? Yes. But they probably have a philosophy on how to send what ship and with what escort.
