I am not sure about the exact number of bunkers but I can speak on population dispersal. People were given considerable incentives to move out east and into remote parts of the country.

We have a feeling that something big is going down. NATO has gone mad and is sponsoring cannibal jihadis all over the world and needs to be put down. Syria is just the beginning.

What needs to happen now is NATO supplying more advanced weapons to the jihadis via their sunni allies so we have a reason to widen the assault and draw in more players.

Also, if China joins the fight, the fronts will only expand which will be good to destabilize the region even further.

Considering dedollarization is underway ,I don't think the West has much scope to damage Russia now. Putin was held back by Gazprom and pro-western industrial lobbies. Those lobbies have lost all financial clout. Hence the dedollarization started. The Agricultural renaissance will accomplish two major objectives :

1)self sufficiency,employment and agro-exports
2)population dispersal( very critical in event of nuclear war according to Soviet civil defense and even RAND(USA) to survive .

another 150 million to FSA .

That comes on top of the roughly GBP 150 million of humanitarian aid the U.K. has previously committed to the Syrian opposition to fund food, medical supplies and shelter as well as nonlethal support, such as power generators and communications equipment.

Mr. Hague said the U.K. would look into doing more, such as how to help the opposition prepare for a transition of power.
