Formation of a COIN warfare unit separate from the army to deal with insurgents?

This suggestion was briefly touched on in another thread but members wanted to discuss further without derailing from the main topic.

Should Pakistan create a new counter-insurgency unit that operates separate from the army to deal with internal threats mainly emerging from insurgents in remote areas of Balochistan and Pakhtunkwa?

It can receive training and equipment specifically catered towards countering guerilla warfare tactics and operating in difficult unique terrains found in Pakistan. As well as receiving close support from intelligence agencies, and having access to drone technology, MRAPs, and informants for full coverage surveillance within the insurgent strongholds and surrounding areas.

Over time it will become a refined, effective and experienced force.

We know the FC already exists to serve a similar purpose but they are under-equipped and haven't been as successful as desired. This force will require more funding and increased number of man-power with more refined training and equipment.

Unfortunately that is exactly the line of thinking that has led us to this problem.
What Pakistan needs is to fix the basic governance structure, thereby eliminating internal threats before they become one.

As of now, our record of citizens is lethargic at best.
Our financial control mechanisms are non existent.
Our police ( which has the first and best contact ) is stuck a century behind.
Our trade and financial mechanisms are outdated.
Last but not the least by any measure, is checking our molvis.

Fix these and automatically you will deprive any wannabe trouble maker of oxygen and make their task all so difficult.

its not that, its the debauched few decision makers who aren't 100% dedicated to the job at hand. In Turkey their goals of eliminating these terrorists is a matter of national security. is the same national security taken seriously in Pakistan? sadly with what we witnessed this year its a no.

this rabbit hole goes deeper. why is it that the police force is never allowed to be fixed especially in punjab and sindh the most population dense areas.

The police is the first line of defence in any situation. even terrorism. in Turkey its the police dealing with the Istanbul attack.

to me it seems like the police is kept corrupt so everyone looks to the army as saviour.

At the time when you mentioned this I was largely ignorant but you made a very relevant point.

- Political stability

- Competent national governance based on meritocracy

- Local economic opportunity and development

- Rules and regulations on religious madrassas (preaches must be a formal state graduated/approved Islamic scholar). The teachings/sect of Islam should also be singularised to avoid sectarianism and unite us.

- National identity building efforts - what it means to be Pakistani, why it's important, our goals for Pakistan, important historical figures, things to be proud of, future goals?

A centralised national identity that everyone must be taught perhaps through the schooling system.

I completely agree with everything that you have said.

It is likely that I may become a teacher in pakistan later on in my life, to teach values, morality and nurture the future talent of Pakistan for a better country overall. What else can we do, as individuals?

Improving the state of both federal and provincial law enforcement agencies wont be good for the corrupt politicians. Gotta keep the police weak and corrupt

Pakistan should have powerful counter insurgency forces as well as back-up plans in case of civil war but military might is simply only one half

as explained a few mesages above by some people it's also about national identity building, integrating people into the state, preventing the idea of them becoming terrorists happening in the first place
