We already have.

Much of the FDI intended for the Mainland is routed through Hong Kong.

But soon China is going to conduct capital account reforms, that could lead to a tidal wave of FDI pouring into China.

Which would put a huge amount of unwanted pressure on our currency. That's one of the reasons we have not opened our capital account yet.

Better to take it slow, the reforms over the next few years should give us enough time to adjust to the new circumstances, and maintain overall stability.
