Villagers don't have a clue hunh? The said same villagers also went to the zilla parishad and forced them into building them a road quicker than my society office's letter got the MCD to clean up the dumpsters in my society...they know their rights pretty well when it suits them.
Lets not single out the villagers shall we..lets look at the holiest river in India which flows through plenty of urban and civilized cities and even the holiest of our cities. Let me give you a hint..ever seen floating corpses decomposing while people take a bath just a few meters away from them?

AND an example that has been quoted so many times that it has become one of the worst cliches. Hold up. You were the one to throw th villagers under the bus not me. I stated some may be guilty of it, not all. Corruption is everywhere. In a place like India, its bad from the top -down. How can we establish rule of law when the very same ppl who frame such laws are corrupt.

Whose responsibility is it to provide proper sewage? Drinking water? You can blame the people all you want, but unless the govt set a good example what can you possibly expect?
Japan's scenario is different. As a nation its virtues and system had never been broken. India was in shambles from islamic invasions to the Europeans. I definitely blame us. But I also think that sole part "US" is the easiest to fix because it as nothing to do with outsiders. The issue is we need to frame it correctly. In order to do so, the govt, the ppl and public will has to come together.
You have to build a concenus first. To do so, start using media to push forth ideas and the benefits. As it slowly seeps into the minds of ppl, it will motivate and push ppl to demand more change. This is the spark that starts a fire.
There have been gurus older than us in different times, who had the right ideas but lacked the goodwill of those in charge to impose sufficient change. What is truly holding us back now?

As for democracy, it has its merits but I don;t think its perfect system. Its a good system as long as citizens keep an eye on it. When we the ppl loose our focus, then it can be bad. Very bad. As for it being Western, I don't think it is. I was simply referring to it from an Indian perspective.
Even Bill Gates pointed out the flaws of building a city in India. He was referring to Mumbai and the lack of planning. He compared India to the Chinese, and noted how they make sure there is a Health commissioner included in every planning group. He also noted how sewage, roads, etc are all developed with the future in mind, so it can easily be increased to meet future demands.
You cannot blame ppl who are not educated on the subjects. This solely lies on govt, politicans, officials, etc. India may have a middle class that is equivalent to the entire US popualtion but it has a far bigger poor class.
Even Burma has conceded it wil educate it ppl fully. Why not us? I agree even the educational standards suck so why not make a heroic push to establish "Akash" as the primary means of educating our ppl, creating and investing in our own industry and etablishing uniform standards regardless of where you live or reside in India?
