Agriculture might still be off-limits since that is the case in my state and other Himalayan states like Himachal Uttarakhand, and Arunachal Pradesh.

However, nothing like buying a second holiday home in Gulmarg, if you can afford it. This would be a boost for the local real estate industry and at the same time will get you a good place for a family visit in the summers. Hotels are usually jam-packed in the entire Himalayan belt as literally half of India's population moves across these 5 states.

Settlers will become easy targets for militants, resulting in Indians being less willing to visit Kashmir, much less settle there. Perhaps only Jammu and adjacent areas will be affected by this.

Emaar group who develoed Burj Khalifa is going to invest big in Kashmir starting with a 5 Lakh Sq. Ft Mall in Srinagar. Any attack on those investments will point fingers to Pakistan and is the reason why foreign investment is being pushed by GoI in J&K so that nothing nasty happens in J&K.
