2500 rupees for 20 kg means Rs. 125 for 1 kg(half a dollar). With 100 grams per Roti, 1 kg gives you 10 rotis.

It may be expensive for some, may not be for others.

The problem comes when Pakistanis with their half a dozen kids and stay at home wife want everything for free or atleast cheap. For those people, everything is always expensive and it's always Govt' fault. It's never their fault to stay illietrate, never their fault to not let their women folk work instead of being baby making machines, never their fault to not have any family planning etc.

The atta price doesnt seem to be higher than India (adjusted for exchange rate). What helps poor Indians is that about 60% of the population is entitled to get 10 kg rice/atta at Rs 2/kg and it seems it is getting distributed transparently. I presume Pak too has a subsidised grain programme and also cash transfer under the BISP?

Some discrimination does seem to be at play here. Double price for atta is unbelievable.

Provinces buy from their own province first at their own fixed price in which Sindh's price has always been higher. Then from other province and then they import if needed. Also you forgot the recent once in a century floods too in which Sindh is badly hurt.
