Of course I agree with you... but when neither GHQ nor the govt wants an escalation, what else can the ISI do except keep killing sewer rats? It's a failed strategy because the top people in all institutions don't have the vision or the balls to do what is necessary to send a message.

I think due to bad economy we can't afford war.. that is why, ISI not doing anything in India...
