If the sailors were in Indian waters, then to fire on them and capture them, Pakistan Navy went in Indian waters which would imply indian navy couldn't detect or respond.

A more reasonable understanding is that the hindi fishermen were in Pakistan's waters and got what they deserved.

They were not "innocent fishermen". They were smuggling arms to baloch and other anti-Pakistani terrorists. They were smuggling arms that were to be used to kill innocent Pakistani civilians and soldiers. They ALL should have been liquidated.
