First it is a government building and a goverment itself in India is miracle.. and they made a building which looks like fish, it's awesome man..
You should once visit Indian government buildings, you will believe why this is incredible..

I think no architect was hired to design that building. May be mantriji said that he wanted the building to look like a fish and voila he got the 'fish'.
