There are many companies in India that manufacture ballistic helmets, even TATA.

Anjani regularly displays their stuff at DEFEXPOS, and they all look great.

That problem should be solved with the completion of F INSAS.By the way, every soldiers in J&K and NE are equipped with body armor and bullet resistant Patkas. The Patka though looks odd but can stop 7.62*39mm AK rounds from just 10meter which usually travels at 780 meter/sec and 7.62*51mm NATO rounds from 40-50 meter when fired from standard SLR(FN FAL).I have yet to seen any other ballistic helmet which provides security to these extents.

Oh yeah, and I heard from a CRPF personnel who's Patka saved him from SLR hit of the naxalites.
By the way,you didn't mention at what range and against which ammo.Any proof of you claim-because the US Marines reported significant casualty rates due to head shots from snipers in Irak and Afghanistan.Every US soldiers are equipped with PASGT kevlar helmets-the same kind of kevlar helmets used by your Special Ops guys as seen on the pictures posted by you.According to the Americans their helmets got repeated pierced by AK bullets and Dragunov rounds at regular combat ranges and as a result the US Army is now replacing them with PEO helmets using some kind of Aramid and ceramic componetnts instead of kevlar. So I can't understand how did your kevlar helmets withstood 7.62*54mm Dragunov rounds.
By the way,I just told what the manufacturer of Patkas claims in its website.Believing or not is completely upto you.

See??Just what I said-none of your sources reveals any range data of the incoming bullet which is the most significant aspect of ballistic related matters and the shots are from AK and not Dragunov.
For info regarding Patka you may want to check these following links:
