Srinivas the Hindu temple in Peshawar was attacked there in recent times and 2 Sikhs were kidnapped and beheaded from there, it is not a safe city anymore. You can see so many bomb blasts in recent years in that city.

If we are talking about an islamic state then obviously the first islamic state(medina) should be the foundation we use.

A quick summary of rights for non muslims would be-

The security of God is equal for all groups,
Non-Muslim members have equal political and cultural rights as Muslims. They will have autonomy and freedom of religion.
Non-Muslims will take up arms against the enemy of the Ummah and share the cost of war. There is to be no treachery between the two.
Non-Muslims will not be obliged to take part in religious wars of the Muslims.

The "proportion" should be big enough to block legislation that non muslims feel would harm there interests......25% seems fair to me.
