As I meantioned in earlier discussions about that, I think it's just a compromise to the design of the aircraft itself. Some aircraft use wingtip pods to house the ESM and other parts, the EMB 145 has winglets, which rules out carrying heavy additional pods. The size of the blisters depends on the ammount of techs integrated into it, interferometry arrays and other ESM / CSM sensors are clear, but there will be more.

The article is from 2008 and not sure if the Chaf and Flares will be mounted under the winglets, but it gives a hint on what systems, sensor and countermesures might be included in the blisters.
Good catch, it is most probably interferometer antenna array for direction finding (DF). Such multiple antenna array with non-uniform spacings is required for high accuracy without ambiguity over large band-width. But these technologies being developed long ago by DRDO, I think they have done something more in these arrays.
