China has taken a pro-active / pre-emptive steps and occupied many posts. India (being a democracy) could never do pre-emptive actions. Yeah which is exactly why the Chinese are still consolidating their gains in the 1000 square kilometers of occupied Indian territory and maintain control of Black Top & Helmet Hills. If you believed the Indians back in early July, you would have thought the Chinese retreated all the way back to the pre May LAC.
