He NEVER surrendered - he was CAUGHT - He happened to visit his relatives and lawyer in Kathmandu to talk about whether to surrender to Indian law enforcement agencies with his family or not to which he was advised by his lawyer to NOT to surrender and leave for Pakistan but at the Kathmandu Airport he was caught by Indian Intelligence Agencies in coordination with Nepal Police and Interpol.

Sure he did thought of surrendering since he felt uncomfortable with Pakistan's Inter-Services Intelligence but he actually NEVER did so neither was he given a second chance for it.
