Kiyani’s Letter to the Nation

Meray Aziz Hum Watno,

In the last 60 years of Pakistan and especially during the past decade, the image of Pakistan Army and that of the high rank officers of Pakistan’s Army in particular has severely deteriorated. Pakistan Army has lost its respect in the eyes of the most of Pakistanis, as a result of which I have decided to take this drastic action and writing you this letter today.

Today, as the commander in chief of Pakistan Army, I will make my best efforts to assure you that things will change for the better future of Pakistan and this letter will mark as a turning point in the History of Pakistan Army and Pakistan.

God has blessed us with an opportunity to admit/confess our blunders, incompetency, incapability and other unlawful and unprofessional actions. As Chief of Pakistan’s Army, I ask all Pakistanis for forgiveness and Pakistan Army as Institution promises of behaving in a way that fulfils the nation’s expectations in future.


I herby announce the following actions:

Supremacy of Constitution & Accountability:

1- Change in PMA Curriculum to ensure that each Officer understands that they are subordinates to the Nation, its Constitution and the Law of the Land, and not to the Chief of Army Staff or any other Officer. Senior Lawyers will be hired to give lectures in the PMA so that the obedience to constitution is properly understood and ensured for officers in future.

2- Oath of the Army officers will be revised as per proposals of civilian government to make it more clear on supremacy of civilian rule. All the serving Army officers will also take this new oath and the oath ceremonies of all officers above rank of Major Generals will be held in Prime Minster House and will be broadcasted to Public.

3- Military training of Army officers going abroad (US, UK or EU) will be carried out with intensive pre-departure psychological scrutiny and post-training debriefing to insure that they have not been infiltrated by foreign powers.

4- There has been increasing number of incidents of bullying, torture, abuse of power by Army Officers against Civilians. Effectively immediately, I announce that cases for all such incidents will be taken to a Civilian Court, and till the decision of the case, such officers will remain suspended and in civilian custody. Army will not use any coercive methods to harass the media from reporting such events and the names/ranks of culprits.

5- All Missing Persons in custody of Pakistan Army or related entities will be released immediately OR handed over to civilian authorities for prosecution through due process of law. Any involvement in kidnapping of any Pakistani Civilian, including that of a Prime Minister by the Army in future will be considered as terrorism, and will be punishable by death as per the laws of country.

6- In order to ensure that any Army Generals do not overthrow elected governments in future, all army collaborators in all previous military take-overs, will submit to the nation and to the court of law. The culprits of 1971 as identified in Hamood-ur-Rehman Commission report will be punished, even after death to finally correct our wrong doings of past.

7- Role of ISI will be redefined to focus on external threats only and monitoring of Pakistani civilians, including politicians, judges and journalists will be considered treason. I also announce closing of ISI media cells and the permanent suspension of funding for propaganda campaigns through all sorts of Ahmed Quraishis and Zaid Hamids effective immediately.


Military Budget and Economy Revival:

8- The 2400-acre GHQ land in sectors E10 and D11 of Islamabad will be immediately sold to overseas Pakistanis, which will boost the economy of our motherland. This most expensive and luxurious piece of land at foot of Margala Hills in Islamabad would fetch at least 80 Billion Rupees equivalent of foreign reserves. This amount should be good to clear large portion of our foreign debt.

9- I announce the transfer of all military bases and properties from the urban areas into nearby cheaper rural areas to end the symbols of British Colonial rule. The thousands of acres prime properties in centre of urban areas like Rawalpindi, Lahore, Jehlam and Karachi should fetch 10 Trillion Rupees, which would be enough to provide clean water, basic education and healthcare to every single Pakistani Citizen. I assure you that this action will be started immediately and completed within 2 years time.

10- Pakistan Army will cut down its conventional army from 550,000 to a lean, high tech and smart force of 200,000. When it comes to war, a smaller and more efficient force is better than a large number of unprofessional soldiers. This change will save 2 Trillion Rupees of taxpayer’s money over a period of 5 years.

11- I announce that allotment of plots and properties to army officers without accountability will be stopped immediately. All previous allotments of lands and plots will be brought under public scrutiny to determine the number of plots sold illegally by army officers, violating the rules and regulations and the main objective of allotment.

12- No army officer would be given more than one plot during his career, and that too will be based on his performance. The full cost of plots will be paid from Army Budget and will be bought from Civilian Government on market rates, instead of 2,000 Rupees per Kanal.

13- Allotment of Agricultural lands to Army officers will be ceased immediately and permanently. All disputes with farmers regarding Agricultural lands (like Okara Farms Scandal) and any other issues with civilians will be settled through civilian courts ASAP.

14- Effectively immediately, I announce that the benefits of all Army Officers will be made compatible with that of Civil Servants. This will ensure that a Grade-20 Army Officer will get the same benefits as any Grade-20 Civil Servant. This will boost the morale of Civilian Government and also lower the burden on taxpayers by several billion rupees every year.

15- All non-military properties owned by Army for entertainment purposes, including all golf courses, rest houses and resorts at prime locations like Bhorban and all over Pakistan will be immediately and unconditionally privatized. This would generate 35 Billion Rupees that will be handed over to Education Ministry, so they can build several universities with Research & Development facilities.

16- I also prohibit the use of army properties or equipment for personal use. From now, no army vehicles will be seen on streets for person purpose, like for buying groceries or trips to beauty parlours. This move will alone save 2 Billion Rupees of taxpayer’s money from fuel and maintenance costs.

this is written by the wierdos of the TI. these are the same people who were shouting that we were killing pakistanis when the operation in swat was started. this entire party has lost all respect in the eyes of the nation.

If a person can't see how army works, such kind of fictional letters do come into actions. Some of the things mentioned are way aside from the truth & some in reality impossible to even think of implementing.

It would be better that PTI guys first ask the govt to cut its share of corruption, mismanagement, inefficiency, reduce the cost of expenditure being done by the politicians & then come to the Army, who in the past few years have raised the budget in very minimum numbers. Defense Budget has come to 4th place for the last many years, no more it gets the top attention.

Plus all army officers don't get 2 plots, there is a criteria on which plots are assigned. And it is suggested to the PTI guys, if any on this forum, to first check out the process of how DHA works, how it gets land, how they construct the land acquired, people with huge lands near possible good sites for construction come begging to DHA for it to buy the land from them & make it into a housing scheme, what the owner gets in return is one very fascinating thing.

And yea cut the army to 200K and face the 1.5M Indian army poised to getting its teeth sharper day by day.

Instead of army cutting its benefits to its soldiers, why doesn't govt give similar privileges to its employees ??? Why is police so corrupt ?? Why are govt servants so corrupt ?? Give them some common benefits of life, cheap education, cheap medical access, future guarantee like homes after retirement & some decent pay, see then how effective they become, just like how army is. Yes army is no bunch of angels, they have short comings too but way way less these these sick politicians, way less corrupt then the govt servants & politicians.

Similarly there are sooooooo many other points to contest, but problem with PTI is that its a one man show, who has no credibility, he came to my hometown & was asking my cozns for some joint making stuff, he & then Salman of the ex-junnon fame sat together & enjoyed the joints. His playboy past is known. Couldn't even win once in the elections.

Pathetic losers, can't ask the government, rather come to TV & blame the army, doing the work of foreign elements in trying to weaken Pakistan.

Probably written by Islami Jamats who want to stop army campaign against talibans and know that these jamats wont be allowed to come to power so long that Army is there or might by written by PPP/PML-N stalwarts who want army to vanish so that people like NS/AZ can get more cash.It looks to me like the OP got kicked in the *** by some army wala thats why so much grudge against Army Officers.This qoom is so much jail that they vote for people like NS/AZ and are worried about army privileges.Wow this qoom will always remain *****..AM Asghar Khan said i have seen my entire life in this country and the people still vote for choors..***** qoom.

There is a thread started by fatman17 about why Indian behaves like a small country and the author mentions the same kind of pettyness, the same kind of playing to the Awaam - this supposed populism is really all about being petty, being small and mean.

It seems to me that this idea of pettyness, of populism, is closely related to ideas of the far and dangerous left.

i have studied from an army institution for 11 years but I agree to atleast 3 points in the article, agricultural land should not be allotted to army personals, on one hand u deprive people of their legitimate lands by putting land reforms on them and on the other hand u r distributing it generously to army personals, this is awfull, secondly number of plots alloted to an army officer should not be more then one, if he wants to buy more he should save from his salary and purchase like other govt servants do, thridly, cantonments should be moved out of urban areas immediatly...

First of all agri land is not allotted to everyone. Its allotted to army officers based on the point system that is in implementation in the army. By point system it means that army officer get points for assignments or tasks performed during their tenure in the army. example are ,performance during courses, staff college course, NDC war courses, any international course, siachen deployment, any hard area deployment, no of service years etc etc, they all have different points which are assigned to the officer during his service & at the end when cumulative total is done, then decisions are done to allot what & how much to whom. Sometimes Brigadier rank officer don't get agri land, while lower rank colonels get them, why becoz their points total is more then the brigadier's total. Even the service medals have points, imitiaz-i-sanat, tamgh-e-imtiaz etc etc all other medals have points as per their importance. And generals when they reach their ranks have around 30+ years of service & by that time have cumulative enough points to be eligible for agri land.

But for you guys satisfaction, this policy is slowly dying down as agri lands are running out, so feel happy about it.

Hope this point is very clear & this misconception is cleared.


2nd as for plots & homes, officers apply for a home when they join the army straight out of the PMA, as a 2/Lt they pay an initial membership fees of RS.37,500/- approx & from that time till the last pay before retirement on monthly basis some amount is deducted from their salaries as per a specific ratio to the basic pay. So if anyone can do the maths he is welcome but for a simple reference a major serves about 25 years, a Lt Col 27 yrs, a Full Col 29 yrs & so on, so do the calculation of how much money they would have paid by that time & it doesn't finishes there after their retirement the remaining balance left for the house has to be paid to get the full possession.

And now 2ndly for Plots, they are allotted based on years of service, when a officer reaches around 15-20 years of service, he becomes eligible for one plot & then reaching 25 becomes available for 2nd. And they are nor for FREE, the officer pays some initial amount & then in installments has to pay the rest of the amount. Till the time he does not pays all the amount he won't get the possession of the plots. My dad got retired around ten years back & till now is giving the installments having made the installments many times late due to non-availability of funds resulting in additional surcharge or fine too. Yes the price of the plots is less, but in this whole process non of the governments money or taxpayers money is used. For knowing how, it needs a separate topic as then you guys will have to be made understood how DHA works & does that. Plus how army officers make money by selling these allotted plots at higher rates, both things needs more time & by now my fingers are dead tried. But hope so one day will explain this whole very amazing kind of process too.

And as for Cantonments, i believe we all were not born at that time, but initially cantonments were created at some distance from the city areas, miles away as the British wanted the troops to be separate from the general population. It was the growth of population & city expansions that resulted in merging of these two places. Plus if you guys see any cantonment, it much better maintained, clean & greenish then any available area in a city. This attracts people as people need clean & safe areas. And its a recorded history that whenever cantonments have been made no matter where that area has developed. Jobs comes to that area & people get space to do business. I hope the point is clear.


I hope the misconception people have is very much reduced & hope so in some cases finished as its easier to talk by not knowing or by hearing what other people say, as they themselves don't know what the truth or reality is. So it would be better to know about the thing & then speculate.

Its just like a person does not knows how a car engine works or what it is & sits to repair it without knowing anything about it.

I agree.. There are masses of poor out there and we can't afford the luxuries of Army at this time....

But you can afford the luxury of having corrupt politicians & bureaucrats who are minting billions, just think PSDP is 600Billion+ program how much corruption is done in it. Politicians getting billions in aid money, minting money from the people to whom they give aid money, like BISP where from each applicant some money is taken by the local nazim or MPA or MNA & goes into his pocket.

Ever thought how much loss is being done to the nation just by the national utility organizations or by public sector organizations ??

Guys you need to grow up & see the other side of the picture other then just going after the army.

Defence budget is now on 4th number. Current expenditure of the govt is on top, then debt servicing & then comes the PSDP fund.

Leave army aside & try to focus your energy to the real causes.

Any idea how much money the govt gonna make in the rental electricity project ??

Grow up now & analyze the real threats. Army is no issue now as past.

Just to refresh your memory:

(1) During question hour in the parliament it has transpired that military officers get one plot after 15 years of service, a second one after 25, a third one after 28 years and a fourth one after 33 years of service each worth more than 15 million rupees in the open market.

(2) In answer to a Question in the Senate, the federal government has revealed that 485 residential plots in various cities of all four provinces were allotted to Army officers between October 1999 and July 2003. The plots were allotted to officers of all ranks from full general down to lieutenant. These plots were not allotted at a subsidy; they were given away almost free. Technically leased, the terms were token: Rs 5 per sq yd premium, with an annual lease of Rs 0.50 per sq yd. This works out to Rs 4000 for a plot just over one and a half kanals, with an annual rent of Rs 80. Even in a depressed real estate market, the worth would be at least Rs 6 million.

(3) Just last year when as many as 200 old settlements were being bulldozed in Karachi in the Lyari Expressway scheme, 248 acres of prime land on the sea front were given to the Defense Housing Authority at the rate of Rs20 per square yard. The value of this land had been evaluated at Rs. 25,000 per square yard for commercial use and Rs. 15,000 per square yard for residential purposes.

(4) The National Assembly was informed on Monday, September 8, 2003 that during the last 12 years of both political and military regimes (1990-2002) a total of 34 defense officers housing schemes of various sizes for officers of the Pakistan Army were established over an area of almost 1,000 acres of land. Out of 34, only two housing schemes of 15 acres have been launched for Jawans and non-commissioned officers. Would it be wrong to say that these housing schemes are denying right of thousands of jawans, who remain on the frontline laying down their lives in the defense of the motherland? The wholesale “bandar bant” is only for star officers.


Put it in simple words, the GHQ awards large plots to officers, who buy them at dirt-cheap prices only to sell them off to civilians and make huge profits.
