Fertiliser shortage may make wheat target a distant dream

The unavailability of fertiliser at the time of wheat sowing has created concerns about the crop’s per acre yield as the federal government has upped the target from 27.3 million tonnes of last year to 30mt for this season.

The federal authorities could not ensure the availability of both diammonium phosphate (DAP) and urea fertilisers though the Punjab Agriculture Department flagged the issue well in time, in the month of September, says an official.

At least one bag per acre of DAP is applied while preparing the land for sowing wheat, while three bags of urea are applied during the growth period of the crop.

“The rate of DAP, 60 per cent of which is imported, as well as of urea fertiliser began increasing in the international markets by the mid-year and federal authorities had been requested to handle the issue in time but, perhaps, other priorities made them overlook it,” the official said.


Around 80 per cent difference of rates of urea fertilizer, which is produced locally, in domestic and international prices has encouraged smuggling of the compost to neighbouring countries. The official rate of urea in the domestic market is Rs1,800 per bag while in the international markets it is being sold at Rs9,500 per bag – a whopping difference of Rs7,700 per bag.

A senior agriculture official claims that the Pakistani Sona Urea brand had been smuggled to even Central Asian states for the past many years for its quality and low price. This year its smuggling increased manifold, while some local middlemen also hoarded the compost to earn some extra bucks by selling it in the black market.

He says the country was in surplus as far as the urea compost is concerned and refers to a recent plea of the urea manufacturers seeking permission of the federal government for export of the surplus commodity.

Farmers and private experts are fearing that the shortage of the compost may damage the per acre yield of wheat, provincial agriculture authorities are, however, downplaying the factor, saying that the fertiliser shortage may be overcome through efficient use of the available commodity.

Director-General Agriculture (Extension) Dr Anjum Ali Buttar says they have already launched a vigorous awareness campaign to guide the farmers about the efficient use of farm inputs. He believes that even half a bag of urea could give satisfactory results provided the growers follow the guidelines being given by the department.

He says the department has introduced a track and trace system for seed this year for use of quality wheat seed and at least 11.27 million bags of seed under the system have been supplied in the market.

Meanwhile, poor farmers wait in long queues to get a bag of DAP.

Brother these are the real issues of Pakistan and need immediate attention. You started this critical thread on the 28th of December but see no one is interested in such issues. We are unaware of the bitter truth that today these farmers are suffering and wasting their time in queues, that time could be utilized in farmlands to improve the production of wheat, tomorrow we will suffer in the same way for buying flour.
To such problems, there is a way out as discussed in the below v-log, and could solve the issue for poor farmers in the future by doing it in the cooperative form and will be an organic/cheap solution to the costly misery. Further, it will deter the tactics of black marketers/hoarders/fertilizer mafia.

‘SHIP CARRYING 50,000 TONNES OF UREA TO REACH PAKISTAN ON FEBRUARY 10’

ISLAMABAD: Information Minister Fawad Chaudhry Thursday said that the first cargo ship carrying urea will reach Pakistan on February 10 from China days after the country faced a shortage of it, ARY NEWS reported.
In a message from his Twitter handle, Fawad Chaudhry said that the Economic Coordination Committee (ECC) has approved the import of 150,000 tonnes of fertilizers from China.

“The first cargo ship carrying 50,000 tonnes of fertilizer will reach the port by February 10,” he said and added that the 600,000 tonnes of local fertilizer will also be available in the market from January.

He said that despite a hike in prices of urea in the international market, the farmers will not face a shortage of it in the country.
Prime Minister Imran Khan has also directed all the provincial chief secretaries to take effective steps for the availability of urea by checking its illegal transportation to neighbouring countries, especially Afghanistan.

During a meeting on the Agri Transformation Plan, Prime Minister Imran Khan was informed that administrative steps are being taken against individuals involved in creating an artificial shortage of fertilisers.

ISLAMABAD (Dunya News) - Minister for Industries and Production Khusro Bakhtiar has ruled out the shortage of Urea in the country, assuring additional supplies will be started from Monday next.
Flanked by Minister for Energy Hammad Azhar and the fertilizer companies owners, he was addressing a news conference in Islamabad on Friday.
The Minister pointed out that at present about three hundred and fifty thousand bags of urea are being produced on daily basis which will be enhanced to four hundred and forty thousand bags from tenth of this month.
He said two million bags of urea have been procured from China and if the need arises, more procurement will also be made.
Khusro Bakhtiar said additional urea stocks of 4.4 million bags and 8.2 million bags will be available in the months of February and March respectively.
The Minister for Industries and Production said the government is providing subsidy of four hundred billion rupees to the farmers on Urea. He said that the price of urea bag in the international market is eleven thousand rupees per bag whilst in Pakistan it is 1800 rupees per bag.
The Minister for Industries and Production asked the farmers to refrain from panic buying and purchase the fertilizer as per their requirement.
In his remarks, Minister for Energy Hammad Azhar said uninterrupted gas is being supplied to the fertilizer plants. He said the year 2021 saw record production of urea due to the constant gas supply to the fertilizer plants.
He said we are providing gas to the fertilizer plants at reduced rates as a result of which urea prices are lower in Pakistan than the international market.

The fertilizer shortage at the time of wheat crop sowing and early stage is certainly going to have a significant impact on wheat production this year.

First phosphate fertilizer was not available at time of sowing (or available at a very high rate compared to last year - probably had a lot to do with international market). Then nitrogen fertilizer - primarily urea - was just missing in the market. It was being sold at a 25 -50% markup over and above the government approved price - if it was available in the first place.

The thing is fertilizer and its impact on yield is very much time dependent. Phosphate and nitrogen fertilizers should be primarily applied early on during tillering otherwise the benefit is reduced. In fact, if nitrogen fertilizer is over-applied at the wrong stage - especially stem elongation - you could get higher lodging thus a negative impact on yield.

I can understand the phosphate prices rising because it is mostly imported, however, with urea prices - which is produced in Pakistan, it's difficult to not blame the government for shoddy planning and execution.

The urea shortage has been ongoing for the past two months at least - and the government has now decided to import. By Feb 10 when the fertilizer will arrive at port (and the additional time needed for transportation etc) the wheat crop would have long moved past the critical stages when nitrogen fertilizer application would have benefited significantly.

Someone should lose their job because of the massive mismanagement we've seen.

Question is should we import gas and make fertilizer or buy fertilizer directly

Its difuclt equation when gas prices are at 30$ instead of 5-6$

Regardless CNG needs to be banned like yestersay

We dont have gas and gas isnt going to be cheaper in the future

Fertilizer should be sold closer to international prices to curb smuggling. Govt can give direct subsidy with Kisan card.

Sort of. Definitely should be sold at full price, but farmers should get reimbursed (certain amount take off the taxes) by the government when they bring the crops to market.

Otherwise the government will have to implement some kind of new middle men to police the practice which is not likely to work as people will find loopholes that way as well.

Mafias have evolved in fertilizers, medicine and every other domain, says PMLN Leader.
LAHORE – (Dunya News) – Senior Leader of Pakistan Muslim League-N (PMLN) Ahsan Iqbal stated on Saturday, that the government has no explanation over the shortness in State Bank Law (SBL) and the government’s negligence will lead to the worst wheat crisis.
In a press conference along with Ayaz Sadiq the PMLN Leader said that, “With the approval of bill, State Bank (SB) will not remain answerable to the government. Now a governor will be able to carry on for even 10 years, all of it has been done to end the foreign funding case,” adding that SB has been turned into a slave of IMF. Tenure of the Chairman of Higher Education Commission has been reduced from 4 years to 2 years.
“13 January has marked to be a dark day in history of the country. Finance Minister presented the bill but he was unable to answer the queries of opposition. A person who has failed as the finance minister was attending to the questions raised by opposition,” said Mr. Ahsan. He further added that the government has completely ruined energy sector, all the houses and workshops struggling with the non-availability of gas serve as a proof of their incompetence.
The PMLN Leader went on saying that, “The people responsible for gas crisis were lecturing today and pointing out faults in previous government in the fourth year of their rule.”
While accusing that the fertilizers were smuggled and being sold in black under the supervision of government, Ahsan Iqbal said that, “Mafias have evolved in fertilizers, medicine and every other domain while according to them the excessive use of fertilizers by farmers is the cause of its crisis. All the fertilizer has been smuggled to another country. The government’s negligence will lead to the worst wheat crisis.”

I have an idea that may make a virtue out of necessity: There is a huge push and demand in western and wealthier countries toward Organic Agriculture. i.e., Agriculture without using manmade fertilizers, pesticides etc., These crops fetch a premium in international markets. So, Pakistan can focus on growing organic crops, export them and use the proceeds to import regular crops that are less expensive.
