Offer people safer replacement. There's zero help in Pakistan to quit. Nothing from health ministry other than those images on packets.

If you tax too much, people will shift to illegal manufacturing and smuggled cigs those are usually stale and worse. And we don't have the LEA numbers to control EVERYTHING.

Vape is a much safer AND cheaper alternative.

Pakistan market is ripe for mass introduction of vape products. Everyone has a mobile phone and vape sticks are charged with the standard mobile chargers. One charge per day.

Tax relief on the vape kits and liquids for a few years, no GST for locally produced. All parts local manufacturing can be easily achieved, except battery and PCB. Maximum nicotine % imposed, gov approved flavours and 50/50 VG/PG mix.

Get the paan shop owners to shift on these and customers will follow.

Alcohol supply has very little to do with nature/sight-seeing tourism (the type of tourism Pakistan is made for). There are structural problems hindering Pakistan's tourism industry, and alcohol is not one of them.

Pakistan's alcohol consumption per person is one of the lowest in the world (its almost 20x lower than even india. Yes, 20x....not 20% but 20x)

The difference isn’t in drinking or not drinking- the difference is that previously Pakistanis would go outside for drinks and pray at home, now they go outside to pray and drink at home.
