So poor people shouldn't have children?

Nobody is stopping poor people from having children. Lekin control bhi koyi cheez hoti hai. I could understand the period immediately post partition when most of our countries were illiterate and desensitised to the problem of limited resources. It has been 75 years now, that generation is mostly dead and the rest have grown up getting fed enough gyan about the problems of producing too many. Yet they continue to do so.

So the country/State does not bear any responsibility to ensure that people can have a decent life and standard of living?

Responsibility of state is to support, not to take care of people till perpetuity. I am all for free, good quality school education for all. That should take care of 70% of skill set. Provide healthcare at affordable cost. Make society safe. This is where state should spend its money. Not on providing free water, free electricity, free transport a la Arvind Kejriwal. The latter is the mai-baap mindset that everyone is so sick of. It keeps you slave of the government.
