NEW DELHI: Reviewing the development of new infrastructure including airfields along the China border in the northeast, defence minister A K Antony on Monday asked the military top brass to go beyond the expected schedules for completion of the projects "in view of the current security scenario".

"We need to go beyond the PDCs (proposed date of completion) in view of the current security scenario," Antony told a meeting to review infrastructure development on the northeast border. The meeting was attended by chiefs of the Army and IAF, defence secretary, the chief of BRO (Border Roads Organisation) and other senior officials.

Antony did not discuss the leadership change in China or any other specific inputs that may indicate any further sharpening of Chinese attitude along the border. However, his warning to the top brass is a clear sign of the Indian establishment's increasing worry over the secretive rise of Chinese military power without any clarity about its intents and future plans.

"Now that the initial teething issues have been overcome to a large extent there is a need to give a push to the ongoing infrastructural projects in northeast," an official quoted Antony as saying. He asked the forces and other agencies to move forward in a time bound manner.

The minister setup a monitoring committee under the vice-chief of the IAF, and comprising representatives from the MoD and other arms, to constantly monitor the revival of advance landing grounds and other airfields. While eight advanced landing grounds are under revival in the northeast, over 30 airfields primarily for helicopter operations are also being developed or revived.

Antony ordered a separate review meeting with BRO top brass of their projects in the region. Presently, India is undertaking construction of 73 roads in all three sectors bordering China. Of them, 29 roads in Arunachal were to be completed by 2012 but only eight are ready, sources said. Monday's meeting focussed on the northeast, especially Arunachal Pradesh.

Antony asked minister of state for defence Jitendra Singh to take up all issues related to environmental clearances and other bottlenecks with states and departments concerned.

Defence Minister AK Antony has asked the military top brass to beat the expected schedules for completion of critical road projects in the northeastern states, particularly Arunachal Pradesh bordering China, "in view of the current security scenario".

Reviewing the development of new infrastructure including airfields along the China border in the North East, Antony said: "We need to go beyond the PDCs (proposed date of completion) in view of the current security scenario," Defence Ministry officials said here.

Antony held a meeting to review infrastructure development on the North East border attended by Indian Air Force chief Air Chief Marshal NAK Browne, Indian Army chief General Bikram Singh, Defence Secretary Shashikant Sharma and Border Roads Organisation chief.

The meeting, however, did not discuss the leadership change in China or any other specific inputs that may indicate any further sharpening of Chinese attitude along the border.

But Antony's message is very clear: Indian security establishment is increasingly worried over China's opaque military growth programme and its speedy modernisation.

The weapon has been described as the PAF's 'carrier killer'

Pakistan has fielded a new very-high-speed long-range air-launched missile that senior officers in the Pakistan Air Force (PAF) have described as "an aircraft carrier killer".

The CM-400AKG is a Mach 4 plus-capable air-to-surface weapon developed in China and now in service with JF-17 aircraft of the Pakistan Air Force. (Robert Hewson) The weapon, designated CM-400AKG, was designed and developed in China by the China Aerospace Science and Industry Corporation (CASIC) and was revealed at Airshow China 2012, held in Zhuhai from 13-19 November.

The CM-400AKG is now part of the operational weapon set of the PAF's JF-17 Thunder multirole fighter. "This is a mature weapon that has been fully tested. It is not conceptual. It is in service," Air Commodore Mahmood Khalid, PAF JF-17 Deputy Project Director stated. "The CM-400AKG is a very high-speed missile that is very difficult to intercept. It hits the target at Mach 4 or above and its kinetic impact alone is enough to destroy any high-value target, like an aircraft carrier."

The CM-400AKG first appeared, briefly, in public at last year's Dubai Airshow, when a placard for the weapon was placed alongside a PAF JF-17 - and then removed. The weapon itself was not shown. At the time PAF personnel acknowledged it was a new Chinese-built air-to-surface stand-off missile. However, the initial assumption that it was a derivative of the C-802 anti-ship missile has proved to be very wide of the mark.

The CM-400AKG is a 400 kg solid-rocket-powered weapon that can be fitted with either a penetrator or blast/fragmentation warhead.. It is a fire-and-forget precision-guided weapon that can be fitted with several seeker options, which are understood to include an active radar seeker and an imaging infrared seeker with target-recognition (TR) capabilities. PAF sources say the missile can be pre-programmed with digital imagery for highly precise attacks against fixed sites in TR mode, but it can also be retargeted in flight by using the radar seeker option

The range of the CM-400AKG is understood to be in the 180-250 km class. It is designed for use against fixed or what were described as "slow moving" targets. CASIC data indicates that after launch the CM-400AKG climbs to high altitude and terminates with a high-speed dive on the target. The PAF describes the missile's impact velocity as "hypersonic".

Both CASIC and the PAF note that the CM-400AKG has been developed as a JF-17 weapon. The PAF currently has two squadrons of approximately 36 JF-17s operational. A further ten or eleven aircraft have been delivered and a third squadron will be established early next year.

@sino countries like india, Russia, America far ahead in missile speed.... Even when china builded missile before india.... America building mach 20 missile while india russia building Mach 8 which is way ahead than your Mach 5.5.... Also accurasy is importent. we dont hear chinese missiles failed Test.... While ours we keep testing until it masterd the accurasy.... Its good china building defence but kindly do not troll here.... There are many countries far ahead in weapons technology and india one of them who learning alot from developed nations through TOT.... we dont shy and feel ashamed if our missiles fails test.... We build them even better and keep testing it. Better Defence is must for peace....

Anthony has no right to complain to the Army about delays.

Still waiting for the following from him and his babu buddies:

155mm artillery

a new assault rifle

F INSAS

a new AA gun

a replacement for the BMP 2's

etc.

Anthony is an awful defense minister IMHO. Procurement for the army has come to a standstill under his watch.
