‘Facts’ in hand, Pakistan decides to sue UK tabloid

Pakistan’s government has launched a counter-offensive against a British tabloid that ‘uncovered’ the ‘London Olympics visa scam’ after investigations into the issue apparently showed that the story was fictitious.
Terming the story “propaganda,” the federal cabinet decided on Wednesday to file a lawsuit against the daily paper, The Sun, in British courts. A meeting, presided over by Prime Minister Raja Pervaiz Ashraf, approved the decision to sue the newspaper for publishing the report based on assumptions, said a source, adding that Pakistan will seek Rs10 billion in damages.
Though the cabinet has directed the Federal Investigation Agency (FIA) to halt investigations in light of its decision to file the lawsuit, Information Minister Qamar Zaman Kaira said the inquiry will continue as evidence collected by FIA will help strengthen Pakistan’s case.
In his address to the media, Kaira leveled strong criticism against The Sun and turned the tables on the paper by questionings its ‘credibility.’ He added it was surprising how the newspaper did not know that NADRA has nothing to do with issuing passports.
Athletics Association Pakistan’s Secretary Khalid Mehmood also presented the record of the 38 participants due to take part in the 2012 summer games to the FIA. The investigation agency, meanwhile, has decided to release all the suspects detained earlier.
The government, however, has asked FIA to put together a complete profile of Lahore-based politician Abid Chaudhry, who, The Sun claims, is the mastermind behind the alleged scandal. The tabloid accused Chaudhry of smuggling people to London under the garb of Pakistani officials in exchange for a payment of Rs1 million.

NADRA’s rejoinder

The decision to file a lawsuit came soon after NADRA Chairman Muhammad Tariq Malik briefed the cabinet. Malik, who appeared before the cabinet along with the interior secretary and director-general of the passport office, rubbished The Sun’s claims of NADRA officials providing forged travel documents.
“The British newspaper’s story about NADRA is not based on any evidence. Upon the cabinet’s directives, NADRA will file a lawsuit against the tabloid for maligning Pakistan,” Malik said at a press briefing soon after the meeting.
He said NADRA can boast of being the safest registration system in the world and no unauthorized person can access the system.

The Sun’s ‘man’

The Sun, in its story, had claimed that its “man” had been able to get a Pakistani passport on someone else’s particulars. Based on this premise, it said, the “man” could have gotten a visa for the Olympic Games to be held in London through some “corrupt” officials.
The visa, however, was never issued.
As for the claim of the “fake passport,” the charges were rubbished. According to NADRA’s database, The Sun’s “man” is named Mohammad Ali Asad s/o Mohammad Anwer Siddique. His NIC bearing number 35202-2660630-5 was issued on February 6, 2002. It was added that Asad, a former reporter for Daily Khabrain, had immigrated to the UK earlier and had been living there for the past 8-10 years.
His British passport bearing number 506486804 was issued on October 24, 2011, and has the same name and photograph as his NIC. In a discrepancy that conversely takes place on the UK’s side of things, an incorrect place and date of birth is mentioned. Malik said that, though the British security mechanism for the same is quite intricate too, the authorities there were not able to nab Asad.
In any case, Asad, according to authorities, returned to Pakistan on July 8 this year as an undercover man for The Sun. He had booked a room at the Avari Hotel in Lahore from the date of his arrival till July 31.
He personally visited the NADRA office in Baghbanpura on July 10 and had his picture updated in his record. He got his own photo updated rather than getting someone else’s identity as claimed by The Sun’s story. The photo was updated after matching it with his previous photo, it was claimed by officials. On the same basis, he consequently applied for a passport on July 13 which was delivered to him on July 18, it was added. According to officials, no discrepancy took place.

The 11-year-old boy didn't have a passport, didn't have a ticket, didn't have a boarding pass, and got all the way from England to Italy on his own.

For him, the 1,000-mile (1,700-kilometer) journey was a great adventure _ and his excitement led to his discovery.

"He was chatting away about being off by himself," and passengers alerted the cabin crew, Russell Craig, a spokesman for Manchester Airport, said Wednesday.

The boy, who is known to be fascinated by transport and has a history of catching free rides on trains and buses, was sent back to Manchester on the return flight, Craig said.

For the airport, airline Jet2.com and the British government, Tuesday's incident was an embarrassing breach of security days before the start of the Olympics.

Ben Vogel, editor of HIS Jane's Airport Review, said he wasn't familiar with all the details of the Manchester incident but said it's a fundamental security principle that people aren't allowed aboard an aircraft if they have no right to be there _ whether or not they passed through a security scanner.

"It's not good, is it?" he said. "It is a security breach, if a non-threatening security breach."

An undisclosed number of security staff employed by the airport and airline employees have been suspended while authorities investigate.

"This is an unusual and serious breach and we are keen to find out what has gone on," said the government's transport secretary, Justine Greening.

Airport manager Craig, however, said "it's not technically a breach of security" because the boy did go through the normal security scan.

"The boy was no threat to the aircraft," he said. But he admitted the boy passed through five security checks before boarding the plane.

The first check came when he entered the secure area where an airport security officer is supposed to verify that the traveler has a boarding card or a staff pass.

"The boy arrived at security at a time when it was extra busy, there were a lot of families traveling," Craig said. While it's common for one member of a family to present all the boarding cards, he said, the officer failed to count to ensure that the number of cards matched the number of people going through.

The airline was responsible for four further checks on boarding, Craig said: for a passport, for boarding pass, another check at the aircraft door for a boarding pass stub with a seat assignment, and a final passenger count after everyone had boarded.

Manchester Airport is the third busiest in the United Kingdom after London Heathrow and London Gatwick. The security staff is hired and managed by airport officials.

The Manchester Evening News quoted Sarah Swayne, a passenger on the return flight, as saying the boy didn't seem to be fazed by the fuss he had caused.

"He just sat there chatting away about how he'd been trying to run away from home," Swayne was quoted as saying. "He seemed quite innocent, really, and I don't think it had sunk in how serious the situation was."

The newspaper said the boy had run away from his mother while they were shopping and then made his way to the airport two miles (3 kilometers) away.

Airport officials described the boy as big for his age and on CCTV footage he appeared confident and betrayed no nervousness as he moved through the terminal.

Jet2.com issued a statement saying it had launched "a full investigation into what is a serious incident."

Govt to sue The Sun for visa

ISLAMABAD - Considering the Olympic passport and visa scandal as a malicious propaganda against Pakistan, the federal cabinet has decided to take legal action against British tabloid The Sun.

The newspaper had claimed to have uncovered a visa scam that could have allowed potential terrorists into the Olympic Village. The Sun said it had busted a racket involving a politician in Lahore that could have given access to the London Games as part of the Pakistani contingent in return for one million rupees ($10,000).

“The federal cabinet taking strict notice has asked the Nadra (national database registration authority) to sue the British newspaper with the consultation of the law ministry,” said Information Minister Qamar Zaman Kaira addressing a press conference after the federal cabinet meeting.

He also took a swipe at the paper, Britain’s biggest-selling daily, saying it ‘does not have a good reputation’. “Dirty propaganda was unleashed against Pakistan,” Kaira maintained. Responding to questions about the arrest of Nadra employees, he said this issue would be probed thoroughly to know the facts.

Sharing details about the allegation levelled by British newspaper, Nadra Chairman Tariq Malik said they have investigated the case and it was revealed that all the allegations were wrong. “Nadra management has a zero-tolerance policy towards any kind of breach of security and is fully committed to safeguarding the national database,” he added.

Earlier, the federal cabinet, chaired by Prime Minister Raja Pervaiz Ashraf, also approved the MoU between Pakistan and US for the transit of US cargo to and from Afghanistan through Pakistani territory. “Now no verbal agreement would be carried out, as strictly following the parliament guideline MoU will be in black and white,” said Kaira responding a question.

The cabinet also approved the proposal of petroleum ministry to start formal negotiations with the Indian side for trade in petroleum products and import of Re-gasified Liquefied Natural Gas (RLNG) from India. When asked about purchase of gas from India, Kaira said that cabinet has given permission to petroleum ministry to conduct a feasibility study.

Discussing the overall law and order situation in Balochistan, the cabinet formed a special committee on Balochistan which would report back within a week. The defence minister will head this committee while ministers of law‚ information, interior‚ science and technology and postal services will be its members.

The cabinet also approved the MoU between Pakistan and Russia for expansion of Pakistan Steel Mills’ production capacity up to 3 mega tonnes per year. The signing of agreement on training of Kazakhstan troops in Pakistan was also approved while a go-ahead was given to start negotiations with the POSTDAM Institute for Climate Impact Research (PIK), Germany.

To a question, Kaira said that the reply in the NRO implementation case had been filed in the SC registrar office but it was returned with some objections. The attorney general has requested Justice Khosa to not to sit in the bench for the proceeding of the case, he added. Responding to a question about formation of caretaker setup, the minister said a decision about it would be taken at appropriate time. He said that government would definitely contact all political forces on this issue, but made it clear that elections would be held next year.

Earlier, the prime minister briefed the cabinet about his recent visits to Saudi Arabia and Afghanistan. He said that Pakistan and Saudi Arabia enjoy excellent relations rooted in common faith, traditions and values. He mentioned that there were 1.5 million Pakistanis residing in Saudi Arabia who are contributing to national economy. He also expressed gratitude for grant of $100 million announced by King Abdullah for the welfare of Pakistani people.

Regarding his visit to Afghanistan, the prime minister said that in his meeting with Afghan President Hamid Karzai, peace in the region and improvement of relations between the neighbouring countries were discussed. He said that the trilateral summit in Kabul, also participated by British Prime Minister David Cameron, highlighted Pakistan’s significant role in the region in view of Afghan-led peace process.

He informed that a long overdue demand of Pakistan business community regarding issuance of multiple visas has been accepted by the Afghan government. This will facilitate the visit of Pakistani businessmen to Afghanistan and enhance trade relations between the two countries, he added.
